Public consultation on Homelessness Support Centre

County Council receives an update on community consultation and engagement for the new Homelessness Support Centre next council meeting. Requested by Council through resolution at the May 27 meeting, the report outlines how the public and community partners will be consulted and informed, including through a public information meeting, various online tools, local media, advertising, the County website, social media and Speak Up, Oxford. Public communication has begun now and will continue up to the centre’s anticipated opening in spring 2028 and early stages of operation. The report notes that while the location has been selected, staff is seeking feedback on a number of operational aspects for the project, including safety and security and other measures to minimize potential impacts on the surrounding area.

2027 Budget survey and budget meeting schedule

County Council receives the proposed schedule for Oxford County’s 2027 budget meetings on June 10.

Special Council Meeting 2:
Monday, December 14, 2026 - 9:30 am - 1:30 p.m.
Budget presented for approval at regular Council meeting: Wednesday, January 13, 2027 - 9:30 am

With Council approval, Oxford County’s 2027 Budget survey will open on June 10 in partnership with Oxford’s eight area municipalities. The survey is an opportunity for residents to learn more about municipal services and share their thoughts on where councils should prioritize funding and service levels. The survey is open until August 31, 2026, at www.oxfordcounty.ca/speakup.

Audited Financial Statements

Oxford County’s 2025 Audited Financial Statements show the County ended 2025 with an operating budget surplus of $1.37 million. Surplus funds are allocated to corresponding reserve funds. The report also notes that although the overall budget shows the County in a surplus, the General Levy resulted in a shortfall of $1.88 million. This variance is primarily driven by development charge industrial exemptions subject to the frozen period and higher winter control activities, such as snowplowing.

The report also gives an update on Oxford County’s Long-Term Financial Sustainability Plan which, after weighing a number of accounting measures, shows the County continues to maintain financial sustainability through strong liquidity and a moderate debt burden.
