Update on family and children’s services
An update to County Council on Family and Children’s Services outlines a number of achievements and actions aimed at improving access, affordability, inclusion and outcomes for these programs.
- Oxford EarlyON served 1,189 parents/caregivers and 1,647 children through 15,991 visits since the start of the year.
- Beginning in March 2026, a new special needs resourcing service began supporting inclusive early learning in Oxford’s licensed child care settings.
- Also in the past year, the division introduced specialized caseworkers to support clients receiving financial assistance (Ontario Works) with children under the age of six.
In addition to these and other achievements under the Child Care and Early Years Plan, the County continues to advocate to the provincial government for additional child care spaces and funding. At present, Oxford County has one of the lowest access rates for child care in Ontario at 20%, below the provincial target rate of 37%.

Multi-Year Accessibility Plan
Oxford County’s updated Multi-Year Accessibility Plan and policy are before County Council on July 8. The plan, which is reviewed every five years, ensures the County has policies, plans and actions in place to remove barriers and improve opportunities for persons with disabilities. Multi-year accessibility plans are a requirement under Ontario’s Accessibility for Ontarians with Disabilities Act.

Speed reduction in Harrington
County Council will consider a speed zone change in Harrington in Zorra Township next council meeting. Harrington is currently designated as a provincial Community Safety Zone with a posted speed limit of 60 km/h on Oxford Road 28 from 31st Line to 33rd Line. The report to Council seeks to extend the 60 km/h speed limit zone to just west of 31st Line. The proposed change is a response to road safety concerns over increased truck traffic, which is anticipated following the recent approval for a sand and gravel pit in the area.
