Child Care and Early Years System Plan
County Council is being asked to support a number of initiatives as part of the four-year Child Care and Early Years System Plan. Key actions include:
- working with child care operators to support the expansion of child care programs, where possible;
- a review of services for children with special needs, with the aim of enhancing current supports and resources;
- a proposal to develop resources, developmental screening and early intervention to identify and support children aged 0 to 6 years who may have developmental delays or social-emotional challenges;
- an update and streamlining of the application and annual review process for the child care fee subsidy; and,
- exploring additional opportunities to expand programming at EarlyON Child and Family Centres in Oxford County.
As the designated Service System Manager for child care and early years services in Oxford, the County is responsible for funding, administration and long-term planning.

Development charges annual report
County Council receives the annual update on development charges on April 23. In 2024, $5.85 million was collected in development charges, and $12.17 million fees were exempted and offset through user rates/fees or taxation. Interest earned on development charges accounts was $1.12 million.
Development charges are the fees paid by land developers to help finance the municipal infrastructure and services that are needed to support new growth in residential, commercial and industrial areas. Through development charges, municipalities are able to provide reliable and financially sustainable roads, water, wastewater, fire and ambulance, parks and more.
