POSITION SUMMARY:

Under the oversight of the Manager of Budget and Performance, ensures the effective and efficient delivery and strategic leadership and accountability for financial reporting and financial initiatives.

PRINCIPAL RESPONSIBILITIES:

  • Responsible for the following services within Financial Services:
    • Provide guidance and support to divisions regarding completion and analysis of budgets, forecasts, and variance reports.
    • Prepare and consolidate the County’s operating budget in collaboration with department and division managers, including maintenance of the relevant module within the budget software.
    • Oversee and act as the project lead for setting water/wastewater rates including preparing regulatory and non-regulatory financial reports.
    • Oversee and prepare account reconciliation functions such as analysis and journal entries.
    • Prepare or oversee the preparation of various reports including claim forms for Federal and Provincial Ministries and boards, Annual Financial Statements, and other
    • Oversees or prepares data and information for internal departments as requested and necessary.
    • Prepares year end working papers, annual financial statements, Financial Information Return as required by the Ministry of Municipal Affairs and Housing and related documentation, adhering to the Public Sector Accounting Board (PSAB) and County policies.
  • Liaise with internal staff, the County auditor, area municipalities, contractors and the public as necessary and appropriate.
  • In collaboration with the Manager of Budget & Performance, develops, evaluates and monitors financial systems, processes and controls.  On an ongoing basis reviews finance business processes to provide operational efficiencies and internal controls
  • Direct supervisory responsibilities including performance and attendance management, coaching, employee and/or labour relations, mentoring and professional development of non-union financial analyst positions
  • Prepares divisional policies and procedures, Council reports, and any other related correspondence as required.  Attends and participates in County or Area Municipal Council meetings as necessary.
  • Allocates resources to deliver services and activities to align with, support and promote the successful delivery of departmental and corporate programs and initiatives.
  • Understanding of role specific health and safety responsibilities, and ensures compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act.
  • Performs the responsibilities of this position in accordance with County policies and the legislative and regulatory standards set out in the applicable Federal, Provincial and/or Municipal statutes.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Post-secondary education in Business, Finance or related discipline. Chartered Professional Accountant (CPA) designation in good standing, or in final stages of obtaining.
  • Demonstrated progressive experience in financial management, preferably within the public sector.   
  • An equivalent combination of education and experience may be considered.
  • Knowledge of relevant legislation and regulatory standards such as the Public Sector Accounting Board (PSAB) and occupational health and safety.
  • Demonstrated ability to collaborate with internal and external partners to deliver programs, services and outcomes.  
  • Demonstrated ability to foster teamwork, lead and empower teams and guide effective project management outcomes.      
  • An acceptable Criminal Record Check will be required.
  • Valid Ontario drivers’ licence is an asset.

WORKING CONDITIONS:

  • Works in an office environment.
