Community Planning Analyst

POSITION SUMMARY:

Under the direction of the Supervisor of Integrated Services, the Community Planning Analyst coordinates the collection, tracking, reporting, monitoring and analysis of data and information relative to Oxford County’s Human Services department and all related program areas including, Child Care and Early Years, Ontario Works, Employment, Homelessness and Housing.

KEY ACOUNTABILITIES:

  • Identify and evaluate all local sources of data to use in supporting evidence based planning, policy development, program delivery and tracking outcomes. (Use of Power BI and other technology to perform work). 
  • Work with internal/external stakeholders, collect, analyze and disseminate data to support and inform program planning for Oxford County Human Services.
  • Ensure accurate and timely reporting of required data elements.
  • Ensure collection and retention of key local and historical data and where appropriate incorporate this data into reports that support local planning. 
  • Build capacity, awareness and understanding amongst community partners and promote the use of research and evaluation findings in evidence-informed decision making. 
  • Support local planning groups in coordination and planning activities, disseminating results of local data collection, evaluation and planning activities.
  • Participate in relevant community meetings representing Oxford County.
  • Support special projects as required for system level planning and policy development for Human Services.
  • Support the organization’s programs and services by promoting the County’s Strategic Plan, Future Oxford Community Sustainability Plan, best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission, and values.
  • Understanding of role specific health and safety responsibilities, and ensured compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act. 
  • Performs related duties as assigned.

QUALIFICATIONS FOR SUCCESS

  • Post-secondary education in social services, business, data analytics or a related discipline.
  • A minimum of 2 years of previous experience in data collection, analysis, and dissemination. 
  • Demonstrated ability to participate in or facilitate community based engagement sessions, conduct research, report writing and delivering presentations.
  • Strong skills in qualitative and quantitative research and evaluation methodologies.
  • Superior analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to convert data into practical and relatable narrative to use on a regular basis. 
  • Demonstrated experience with community development and planning. 
  • Demonstrated knowledge and understanding of Ministry-funded programs.
  • Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework.
  • Experience in the use of computer databases/software applications, including SQL-based tools and/or geographic information systems (e.g., ArcGIS or similar mapping software) is considered an asset.

WORKING CONDITIONS

  • Works in an office environment requiring flexibility to work in multiple work locations as needed.
  • Work may involve occasional driving.
  • Work involves sustained periods of interaction with computer systems requiring considerable attention to detail.
  • Work may involve attendance at meetings that occur after normal working hours.
