POSITION SUMMARY:
Under the oversight of the Director of Financial Services, ensures the effective and efficient delivery and strategic leadership and accountability for financial management of the organization.
PRINCIPAL RESPONSIBILITIES:
- Oversees and strategically leads:
- Corporate accounting operations, internal controls and general accounting functions, including accounts receivable and payable.
- Financial reporting.
- Payroll administration.
- Oversees the preparation of the annual County business plan and budget for Council including preparation, analysis and presentation. Includes compiling and organizing data and assisting organizational leaders in the preparation of their business plan and budgets.
- Oversees the development and implementation of comprehensive accounting and financial reporting practices, policies and processes that include strong internal controls, to ensure financial reporting is in accordance with generally accepted accounting principles and Public Sector Accounting Board (PSAB) standards.
- Oversees the preparation and presents timely financial reports, including quarterly and annual financial statements to Council.
- Coordinate the annual external audit process and ensure timely responses to auditor recommendations.
- Develops and implements internal payroll and pension procedures and control policies. Ensures internal controls, system standards and policies are maintained and that audit requirements are met. Assesses control procedures associated with each major payroll and pension function; develops and implements improvements as appropriate.
- Oversees and ensures the effective and efficient delivery of the accounting, pension and reporting requirements within the payroll service.
- Drives strategic planning for financial services to align with organizational goals and develops long term roadmaps integrating emerging technologies, trends, and best practices.
- Prepares divisional budget and business plan, and regular monitoring of outcomes and financial performance.
- Evaluates, negotiates, and manages contracts with external vendors and partners related to Financial Services.
- Receive and attempt to resolve service-related complaints, concerns and questions in a timely and responsive manner.
- Liaises with organizational leaders, consultants, members of Council, Area Municipalities, and internal and external stakeholders as necessary and in relation to all service areas.
- Prepares a wide variety of reports and documents, including corporate policy, divisional policies and procedures, Council reports, internal and external reports, and any other related correspondence as required.
- Research and introduce innovative solutions and best practices for all areas and to drive continuous improvement within the organization.
- Direct and second-removed supervisory responsibilities including hiring, performance and attendance management, coaching, mentoring and professional development of non-union employees.
- Support the organization’s programs and services by promoting the County’s Strategic Plan, best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission and values.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
- Post-secondary education in Business, Finance, Accounting or related discipline. Chartered Professional Accountant (CPA) designation in good standing is required.
- Demonstrated and progressive experience leading a broad range of financial services within a complex and multi-service organization. Experience leading in a municipal or broader public sector organization preferred.
- An equivalent combination of education and experience may be considered.
- Thorough understanding of Public Sector Accounting Standards including financial statement presentation. Excellent working knowledge of municipal financial related legislation and provincial reporting requirements.
- Demonstrated ability to collaborate and work effectively with key stakeholders such as internal staff, area municipal partners, external agencies, public, and consultants to deliver programs and services.
- Knowledge of relevant trends, best practices and legislation and regulations.
- Valid Ontario drivers’ license required.
- An acceptable Criminal Record Check will be required.
