GIS Technician
POSITION DESCRIPTION

POSITION SUMMARY:
Supports the County’s Geographic Information System (GIS) through maintaining various forms of data, including asset information and performing spatial data related tasks.
PRINCIPAL RESPONSIBILITIES:
- Responsible for the daily input and editing of municipal infrastructure and other spatial data.
- Ensure that quality assurance on new or revised data conforms to standards laid out in the GeoDatabase, or any other applicable standard or policy.
- Direct the preparation of regular status reports, highlighting spatial data issues requiring attention.
- Participate in the development of procedures and processes to collect and maintain data records.
- Participate in gathering, developing and maintaining key asset information.
- Complete business case documentation, supported with comparisons to alternate solutions.
- Manages the captured data to ensure an accurate and current analysis of the condition of the County’s assets and ensures data is inputted, organized and documented using corporate standard practices.
- Designs and produces reports and maps which provide County decision makers with the information needed to prioritize, plan and implement budgets and work plans which most efficiently utilize resources.
- Creates and maintains high quality products such as zoning by-law maps, Official Plan schedules, Ontario Municipal Board exhibits, public open house exhibits, and maps to in response to requests from County and municipal departments. Understands user requirements and derives new products to support those requirements.
- Creates and maintains data such as zoning, official plan designations and roads to support the creation of products. Data is collected from various sources, internal and external to the County, and maintained in the corporate GIS.
- Uses a combination of GIS and CAD to manipulate data and to create products.
- Files and documents (digital and hardcopy) survey plans, products, map, resource materials, photography, etc. Acts as custodian for these corporate resources
- Understands and respects GIS data restrictions, including legislation regarding confidentiality of data and data licensing provisions.
- Provides training, guidance and work plans for contract staff as assigned.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
- Post-secondary education in GIS Applications Specialist, Geospatial Technician, Planning Technician, or related discipline.
- Demonstrated progressive database or asset management experience, including the creation of forms, queries, tables and reports
- Professional experience using Cartegraph or related programs and ESRI ArcGIS
- An equivalent combination of education and experience using GIS software may be considered.
- Ability to interpret requests for information and produce reports and maps
- Ability to interface with technical and non-technical staff, including knowledge of Public Works Asset Management.
- Knowledge of ESRI Geodatabase
- Knowledge and working experience with SQL Server Management Studio and SQL queries is an asset
- Knowledge of ESRI ArcGIS software including ArcGIS Pro, ArcGIS Online and mobile technology, including the use of iPads, GPS collection, and field mapping technologies.
- Knowledge of surveying practices and techniques.
- An ability to work independently and as a part of a team.
- Must have excellent communication skills.
- Must possess a valid driver’s license.

WORKING CONDITIONS:
- Primarily works in an office environment.
- Occasionally works outdoors.
- Travel throughout the County will be required on an as needed basis.
