Development Review Engineer

POSITION SUMMARY:

Supports the County’s development initiatives by representing the engineering department and providing technical oversight.

KEY ACCOUNTABILITIES:

  • Provides the following services within the Engineering division: 
    • Review and provide technical comments on all development applications including but not limited to site plans and subdivisions, with respect to transportation, site servicing, grading and stormwater management.
    • Receive, investigate and respond to various development inquiries including municipal infrastructure, site servicing, grading, storm water, letters of compliance for site servicing, easements, right of ways, and outstanding work orders.
    • Provide design expertise and technical guidance to other County divisions and departments regarding Design and Construction Standards, specifications, policies, etc. 
    • Review, complete and submit various applications and forms such as Form 1 – Record of Watermain submissions and Environmental Compliance Approval applications for new sanitary and storm sewers. 
    • Assist in the monitoring and evaluation of system capacities.  Administers the collection and release of security through letters and memos.
  • Receive and attempt to resolve service related complaints, concerns and questions in a timely and responsive manner. Refers and escalates to the appropriate individual as necessary.
  • Liaises with developers, consultants, members of council, Area Municipalities, and internal and external stakeholders as necessary. 
  • Prepares divisional policies and procedures, Council reports, internal and external reports, and any other related correspondence as required. Evaluates and provides recommendations on such documents, contributing to Continuous Improvement.
  • Support the organization’s programs and services by promoting the County’s Strategic Plan, Future Oxford Community Sustainability Plan, best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission and values. 
  • Ensure new growth and development is consistent with the corporate goals and objectives of the municipality, ensuring the effectiveness and efficiency of all engineering related services.
  • Performs other duties as assigned.

QUALIFICATIONS FOR SUCCESS:

  • Post-secondary education in Civil Engineering or related discipline. Professional Engineering Designation, registered with the Professional Engineers of Ontario. 
  • Demonstrated engineering experience in both a rural and urban development environment. 
  • An equivalent combination of education and experience may be considered.
  • Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework. 
  • Demonstrated ability to collaborate and work effectively with key stakeholders such as internal staff, external agencies, public, consultants, developers, builders and contractors to deliver programs and services.
  • Knowledge of relevant trends, best practices and legislation and regulations. 
  • Demonstrated ability to work independently and collaboratively as a team.
  • Understanding of role specific health and safety responsibilities, and ensured compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act. 
  • Valid Ontario drivers’ license required.

WORKING CONDITIONS:

  • Works in an office environment.
  • Exposure to hazards related to construction sites, water and wastewater facilities, and inclement weather.
