2025 Construction
Oxford County undertakes projects year-round to improve roads, properties and infrastructure. This keeps our transportation network in good condition and supports the safe and efficient movement of people and goods in and through our communities.
With a number of major projects taking place in 2025, this page has been set up to make it easier for residents to get information about the current road reconstruction work.
Thank you for your patience while we work to make improvements to Oxford County roads and bridges this summer. Please remember to drive safely through construction zones.

Oxford County construction projects
Woodstock
Construction work on the Oxford Road 59 (Vansittart Avenue) bridge in Woodstock is ongoing from February 2024 until February 2025, weather depending. During this time:
- Traffic is reduced to a single lane northbound only between Devonshire Avenue and Tecumseh Street.
- Southbound traffic is routed to two detours:
Detour 1: Oxford Road 17 west to Oxford Road 30 (11th Line)
Detour 2: Oxford Road 17 east to Oxford Road 4 - Tecumseh Street is open to local traffic only.
- Pedestrian access has been maintained through a sidewalk on one side of the northbound lane, with the side of the lane subject to change during construction.
- Access from Tecumseh Street to Pittock Conservation Area’s South Shore Trail also remains open, although the parking lot under the bridge is not open for public use. The City of Woodstock is advising residents of alternate parking at Pittock Dam (Rivercrest Drive), Roth Park (Highland Drive), and the Pittock South Shore Trail entrance (Lansdowne Avenue).
- All transit buses southbound on the City of Woodstock Route 4 are being detoured during the construction period. Northbound bus routes will remain the same. For Woodstock Transit service updates, please visit the City of Woodstock website.
- People travelling through this area should expect traffic delays. Please help keep our community and workers safe: respect work zones, obey traffic signs, and maintain a safe distance from equipment and vehicles entering and leaving the site. The posted speed will be reduced to 40 km/hr through the work zone, with speeding fines doubled when workers are present.

Oxford County is beginning a multi-year reconstruction project to improve Devonshire Avenue in Woodstock. This year’s work is expected to begin mid-April and will be completed in two parts.
April – July 2025
Vansittart Avenue/Devonshire Avenue intersection: Oxford Road 59 bridge to Vincent Street
- Vansittart Ave from Vincent St to Tecumseh St will be closed to southbound traffic. Two detour routes will be in place at Oxford Road 17: Detour 1 west to Oxford Road 30/11th Line, Detour 2 east to Oxford Road 4
- Tecumseh Street will remain open to local traffic only
April – December 2025
Devonshire Avenue: Vansittart Avenue to Victoria Street North
- Devonshire Ave from Vansittart Ave to Victoria St will be closed to through traffic in both directions
- A detour route will be in place using Oxford Road 59 (Vansittart Ave), Ingersoll Ave and Huron St
Work includes sanitary, storm and watermain replacement and repairs; road replacement with a three-lane cross section; bike lanes and sidewalks; and traffic signal and street light replacement.
Future phases will include a different section of Devonshire Avenue each year, extending east to Oxford Road 4, excluding the area between Lansdowne Avenue and Woodall Way. This final phase of the project is expected to finish in 2028.
Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.
A section of the City of Woodstock’s Standard Tube, Burgess, and Rotary Club Millennium Trail along Oxford Road 30 (11th Line) is closed for work by Oxford County due to erosion between the roadway and trail.
To stabilize the slope and prevent further erosion, a retaining wall and further embankment stabilization will be designed this year, with construction expected in 2025. This section of trail will remain closed until construction is complete.
Estimated construction timelines will be provided in early 2025.

Oxford County is continuing infrastructure improvements to Oxford Road 9 (King Street West) from 580530 Hamilton Road to the CPKC Railway. Construction will include utility relocation; sanitary sewer, watermain, curb and gutter, and traffic signal and street lighting replacement; storm sewer repairs and improvements; sidewalk upgrades; and landscaping and restoration.
Detour routes will be provided closer to construction. Construction is expected to begin in March 2025.
Blandford-Blenheim
Oxford Road 8 (Albert Street) will be closed between Fennel Street and Hofstetter Road in Plattsville for approximately one month beginning mid-May for pilot traffic calming improvements. The work includes extending the centre island and installing mountable curb bump outs to narrow the roadway to reduce driver speeds.
A detour route will be in place for the duration of construction.
Detour: Hofstetter Road, Township Road 14, Oxford Road 22 and Oxford Road 8
Oxford County has undertaken speed management, traffic calming, and road safety investigations over the past few years to improve safety on County roads. If improvements
in Plattsville are effective in reducing speeds, similar measures will be considered for other communities.
Please note, construction schedules are weather dependent and subject to change based on contractor availability and other operational demands.
