Waste Management Technican

POSITION SUMMARY:

To provide technical support for the monitoring, reporting and operations of curbside collection and waste diversion programs and waste management operational activities occurring within Oxford County.

PRINCIPAL RESPONSIBILITIES:

  • Under the direction of the Waste Management Supervisor and the Waste Management Coordinator, assists with the planning, developing and administering of all Oxford County Waste Management programs (i.e.: curbside waste collection, waste processing, household hazardous waste, yard waste, construction and demolition and other waste diversion programs contracts as they arise). Duties include contractor management and addressing customer service issues.  Works with stand-alone municipalities to ensure their provision of the County standard services. Assists with the operations of the Oxford County Waste Management Facility including scale software, environmental monitoring, contractor procurement and management of scale house transactions (daily, monthly reconciliation, monthly billing, and reconciliation of landfill user accounts).
  • Assists Waste Management division with the day-to-day operations and promotion of the County’s various waste diversion programs and waste drop off depots (Construction and Demolition waste, Electronic Waste, Yard Waste, Agri Plastic, Tires, etc).
  • Perform data entry and record management for waste management/diversion programs operated by the County of Oxford including tonnages, program costs, and effectiveness of programs the County. 
  • Assists Waste Management division with diversion strategies including operating policies, procedures, standards, practices, protocols and program implementation documentation as required.  Prepares draft reports, tenders, requests for proposals, and agreements.
  • Responsible for monitoring and measurement of all Waste Management programs, trouble-shooting program problem areas, and promoting program participation among the residential community. Conducts other audits of waste collections as required.
  • Provides support for various waste management-related projects including programs, technical reviews, studies, strategies, budget preparation, business planning and case study analysis, etc.
  • Respond to issues raised by residents and contractors, provide staff with guidance on procedures, and contact necessary help when needed in the absence of landfill site supervisory personnel.    
  • Prepare meeting agendas and circulate meeting minutes as well as attend where appropriate Waste Management meetings for the purpose of taking minutes.
  • Provides support for scale house operations when required.
  • Annual inspection of the County’s closed landfills.
  • Conduct tours and presentations to school and community groups with a focus on the County of Oxford’s waste diversion programs and initiatives. 
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

  • College diploma in Environmental Studies, Civil Engineering Technology or equivalent work experience.
  • Good working knowledge of handling and disposal requirements of household hazardous waste including the operations of a municipal household hazardous waste depot, classification of hazardous waste and manifesting of hazardous waste as per Ontario Regulation 347 and the Transportation of Dangerous Goods Act.
  • Good working knowledge of computers and MS Office programs, specifically MS Excel.
  • Good working knowledge of pertinent Provincial Environmental and Waste Management legislation.
  • Excellent interpersonal/written/verbal communication skills.
  • Valid Ontario Driver’s License is required.

WORKING CONDITIONS

  • Working conditions consist of 50% of time in an office environment located at the landfill site, the other 50% of the time working outdoors at the landfill site and/or completing site inspections and compliance audits throughout the County.
  • Some exposure to loud noises, dirt, dust, odours, fumes, garbage and by-products, inclement weather.
  • May work at community events throughout the year (both indoor and outdoor environments) under varying conditions. Occasional lifting required.
  • Interacts daily with the public on resolving collection issues and will deal with difficult and often angry and/or hostile members of the community.
