Transportation Technologist

POSITION SUMMARY:

Provides technical support for the operation, maintenance, capital planning, infrastructure upgrades, and asset management of the County’s transportation network. Assist with the coordination of traffic management initiatives, road safety programs, corridor management, and traffic data collection and management.

PRINCIPAL RESPONSIBILITIES:

  • Provides assistance and support to the following services:
    • Development and ongoing implementation of County-wide speed management and traffic calming measures, including performance monitoring of overall effectiveness of the same. 
    • Traffic data collection and analysis, such as collision data, speed counts, traffic counts, intersection movement counts, pedestrian studies and traffic impact studies. 
    • Transportation asset management, infrastructure upgrades, and capital planning which includes the cycling, transportation, and trails master plans, road rationalization, road and bridge improvement needs studies, transportation demand management, and trails inspections.
    • Program and planning support such as traffic signal optimization, railway crossing maintenance, trails signage/fencing, Southwest Lynx integrated regional transportation, goods movement and capital delivery.
    • Corridor management of roads and trails including access management, automated speed enforcement, autonomous vehicle network, emergency detour routing, community safety zones, and school zones.
    • Facilitate the procurement processes for material supply, contracted services, consultants and associated contract management including field supervision
  • Maintains boundary and urban road maintenance records and trails agreements. 
  • Oversees and coordinates contracted services for operational activities, capital upgrades, and transportation planning such as maintenance contractors, service providers, general contractors and consultants. 
  • Provides project support for capital delivery and development review. 
  • Compiles information related to Personal Injury/Property Damage Claims in order to support or refute claims for the Clerk’s Office, the Claims person, or the County’s solicitor. 
  • Receives and attempts to resolve service related complaints, concerns and questions in a timely and responsive manner. Refers and escalates to the appropriate individual as necessary.
  • Coordinate Automated Enforcement Programs such as speed cameras, school bus stop arms cameras, and red light cameras.
  • Participates in the preparation of presentations, Council reports, internal and external reports, and any other related correspondence as required.
  • Liaise with Area Municipalities, internal stakeholders, community stakeholders, contractors, and members of the public as necessary and appropriate. 
  • Coordinate updates to Geographical Information System (GIS) information pertaining to Transportation infrastructure/assets. 
  • Utilization of engineering software and data management tools associated with traffic management.

QUALIFICATIONS FOR SUCCESS:

  • Post-secondary diploma in Civil Engineering Technology or related discipline.
  • Demonstrated experience conducting traffic surveys, traffic signal operation and data collection. Experience utilizing engineering software and data management tools associated with traffic management.
  • An equivalent combination of education and experience may be considered. 
  • Knowledge of engineering, GIS and road construction, operation and maintenance concepts.
  • Knowledge of relevant trends, best practices, applicable legislation, statues and regulations such as the Highway Traffic Act, Public Transportation and Highway Improvement Act, Minimum Maintenance Standards, Ontario Traffic Manual and TAC Guidelines.
  • Demonstrated ability to deal with multiple deadlines and changing priorities while taking direction from multiple individuals. 
  • Understanding of role specific health and safety responsibilities and ensured compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act
  • Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework.

WORKING CONDITIONS

  • Working indoors in an office environment and outdoors as required.
  • May be exposed to loud sounds and distracting noise levels, such as traffic, construction equipment.
  • May be exposed to harsh environments working outdoors and/or on construction sites.
