Supervisor of Water and Wastewater Technical Services

POSITION SUMMARY:

Ensures the effective and efficient delivery of technical and administrative programs and services related to Oxford County’s water and wastewater systems.

KEY ACCOUNTABILITIES:

  • Oversees the following Water and Wastewater services and programs:
    • Ensuring and demonstrating compliance of the Water and Wastewater systems with all applicable legislation
    • Regular application and maintenance of quality management systems
    • (QMS) related to Water and Wastewater services
    • Local implementation and monitoring of the County's Source Water Protection program under the Clean Water Act
    • Implementation of the SCADA Master Plan recommendations and associated Program development
    • Specialized programs including: Hydraulic Modelling, Water
    • Conservation/Efficiency, Groundwater Modelling and Backflow Prevention
    • Sewer Use By-Law enforcement
    • Managed Forest Plan
  • Supports asset management related tasks to ensure water and wastewater assets are kept in an acceptable state of repair and service levels are maintained. Coordinates and acts as primary point of contact for operational input into
    Capital projects.
  • Direct supervisory responsibilities including hiring, performance management,
    coaching, employee relations, mentoring, and professional development of nonunionized staff.
  • Receives and attempts to resolve program related complaints, concerns and
    questions in a timely and responsive manner. Refers and escalates to the
    appropriate individual as necessary.
  • Prepares Council reports, internal and external reports, policies, contracts and
    related correspondence. Attends and participates at County or Area Municipal
    Council meetings as necessary.
  • Drafts tender documents, requests for proposal, agreements and other
    documents in support of water and wastewater treatment services and for other
    reporting requirements. Performs on-site inspections of contractor’s work and
    maintains accurate records for preparing payment certificates as required.
  • Oversees the County’s water and wastewater hydraulic models and ensuring
    regular calibration with performance and asset data as required.
  • Oversees Woodlands Conservation Bylaw/ enforcement and management of
    County forests and wetlands.
  • Participate in technical steering committees for Servicing Master Plans, Class
    EA Study projects, public meetings, design meetings, and meetings with local
    industry.
  • Acts as divisional project lead for specialized projects such as water/wastewater
    servicing master plans, groundwater modelling, infrastructure optimization,

QUALIFICATIONS FOR SUCCESS:

  • Post-secondary education in Environmental Science, Engineering or related discipline. Membership in OACETT or PEO and/or certification in Water and Wastewater Operations at the Class 3 or 4 level preferred.
  • Demonstrated progressive experience in Class 3 & 4 Water and Wastewater Systems.
  • An equivalent combination of education and experience may be considered. 
  • Demonstrated ability to collaborate with key stakeholders to deliver programs and services.
  • Knowledge of relevant trends and best practices, legislation and regulations, such as the Safe Drinking Water Act, Clean Water Act and Ontario Water Resources Act. 
  • Demonstrated ability to foster teamwork, lead and empower teams and guide effective project management outcomes.
  • Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework.
  • Valid Ontario driver’s license.

WORKING CONDITIONS

  • Occasional exposure to wastewater facilities (human waste, odour, confined spaces, loud noise, and noxious gases).
  • Occasional exposure to working in trenches, excavations, confined spaces, traffic, chemical and electrical hazards, loud equipment, dirt, grease, and poor ventilation.
