POSITION SUMMARY:

Oversees and ensures the effective and efficient delivery of Oxford County’s Paramedic Services with a focus on alternative models of care, innovative practices, and community integration efforts.

PRINCIPAL RESPONSIBILITIES:

  • Oversees and coordinates the following services:
    • As part of a multidisciplinary team, develops and delivers alternative community-based healthcare strategies to enhance the care and experience of patients and their families while reducing emergency department transport and advocating for an optimal patient-provider care connection.
    • Oversees, assesses, communicates, and advocates for community health service needs by creating and implementing new models of care, best practices, and integration efforts aligned with the IHI Quadruple Aim principles.
    • Participates in research, presentations, development and evaluation of medical equipment, best practices, and procedures.
    • Reviews and reports on the effectiveness of innovative models of care, integration, and other programs, by making timely recommendations and actively contributing to continuous improvement efforts.
    • Aids in development of quality assurance (QA) activities to monitor program effectiveness and support improvement attitudes.
    • Monitors innovative and alternative models of care and integration efforts through chart review, incident investigation, reviews, field evaluations, engaging internal and external stakeholders, and other methods as required for QA/QI purposes.
    • Collaborates with internal and external stakeholders on the delivery of continuing medical education relevant to new models of care, best practices, and integration efforts.
  • Direct and/or in-direct supervisory responsibilities including hiring, performance management, coaching, employee, and labour relations, mentoring and professional development of non-union and unionized staff.
  • Creates, maintains, and monitors the progress of key performance indicators and other statistical information pertaining to various initiatives. Prepares and presents reports for submission as required.
  • Actively participates as a member of the Extended Management Team, supporting the organization’s programs and services by promoting the County’s Strategic Plan, Future Oxford Sustainability Plan, best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission, and values.
  • Participates in the preparation of annual business plans and budgets for the division and monitors and prepares reports related to division performance, outcomes, and financial performance. Authorizes purchases within assigned authority.
  • Assists in the preparation of divisional policies and procedures, operational reports (such as Shift Log, ride-outs), Council reports, external reports, and general correspondence. Attends and participates in various committees, working groups, task forces and special projects as necessary.
  • Performs the responsibilities of this position within the legislative and regulatory standards set out in the applicable Federal, Provincial and/or Municipal statutes.
  • Liaise with Area Municipalities, Provincial Ministries, internal stakeholders, community stakeholders, and the public as necessary and appropriate.
  • Receives and resolves escalated service-related complaints, concerns, and questions in a timely and responsive manner. Refers and notifies appropriate individuals when necessary.
  • Acts as on-duty command of Oxford County Paramedic Services and assumes role as on-site Incident Commander for any major incidents to coordinate and direct the activities of Paramedic personnel and equipment. Also acts as an Operational Superintendent as required.
  • Understanding of role specific health and safety responsibilities, and ensured compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Must meet Primary Care Paramedic requirements listed in Part 3: Qualifications of Emergency Medical Attendants and Paramedics – Land Ambulance Services, Section 5 – 8 of the Ambulance Act (Regulation 257/00).
    • In summary, this includes: Education Requirements.
    • Valid Ontario ‘F’ level drivers’ license.
    • Vaccination requirements.
    • CPR Certified.
  • Relevant Community Paramedic training, as recognized by Oxford County Paramedic Services, is an asset. An equivalent combination of education and experience may be considered.
  • Experience working in a municipal and unionized environment.
  • Knowledge of relevant legislation, acts, statutes, and regulations related to municipal and program specific operations, including Ontario BLS and ALS standards, the Ambulance Act of Ontario, the Highway Traffic Act, the Employment Standards Act, and the Personal Health Information Protection Act.
  • Strong clinical knowledge of Paramedicine and Community Paramedicine with an understanding of Oxford County’s health care system, institutions, service providers, community support services and other relevant stakeholders.
  • Demonstrated ability to identify and collaborate with internal and external partners to deliver programs, services, and outcomes.
  • Ensures confidentiality in all aspects while executing the duties of this role.
  • Demonstrated ability to foster teamwork, lead and empower teams and guide effective project management outcomes.

WORKING CONDITIONS:

  • Works in an office environment and external sites.
  • Occasional driving to other locations within and beyond County boundaries to attend meetings and conferences.
  • Potential exposure to biohazards.
