Update on affordable housing projects in Woodstock

Woodstock Non-profit Housing Corporation and Afro-Caribbean Business Network projects will create 60 new affordable housing units in Oxford County


Oxford County is excited to share progress on two affordable housing projects currently underway in Woodstock. These projects align with Oxford County’s Housing for All - Housing and Homelessness Plan, specifically through the plan’s strategic directions of supporting housing stability through collaboration, increasing affordable and rental housing options, and maintaining and improving the existing housing portfolio.  

The Woodstock Non-profit Housing Corporation project at 785 Southwood Way in Woodstock has finished construction with occupancy underway. The 52-unit residential apartment building includes 37 one and two-bedroom affordable units. The one-bedroom affordable units are designed for seniors and single women, while the two-bedroom units are intended for women with children. Oxford County provided shovel-ready land in line with the Master Housing Strategy, a capital contribution of $1.4 million and development charge exemptions. 

Construction on the new Afro-Caribbean Business Network's affordable housing project at 175 Springbank Avenue North begins in March 2026. The 45-unit apartment building offers 23 affordable units. The residential building will target seniors, single women, and single women with children. Oxford County provided shovel-ready land in line with the Master Housing Strategy, a capital contribution of $1.2 million and development charge exemptions. 

Both projects were made possible thanks to collaboration and funding from all three levels of government. The federal and provincial government have jointly invested $1.92million to support 19 of the 37 affordable units at 785 Southwood Way. Joint funding of $1.11 million from the Ontario Community Housing Initiative (COCHI) and the Ontario Priorities Housing Initiative (OPHI) is being used to support 11 of the 23 affordable units at 175 Springbank Avenue.

Oxford County’s 2026 Business Plan and Budget places a strong emphasis on housing and homelessness prevention. Over the past five years, Oxford County’s investment in housing initiatives has more than doubled, from $5.7 million in 2022 to $13.0 million in 2026.
