Oxford Road 4 and 15 intersection in Woodstock
County Council is being asked to accept recommendations from the harmonized Environmental Assessment (EA) study for the Oxford Road 4 and Oxford Road 15 (Parkinson Road) intersection in Woodstock. If approved by Council, the final study report must be posted for 30 days for final public review and comment before it receives approval from the Ministry of Environment, Conservation and Parks. Recommendations from the study include installing traffic signals at the intersection and widening Parkinson Road to accommodate a new eastbound left-turn lane and westbound right-turn lane from Oxford Road 4.
The EA study has been designed to plan for future traffic growth while also improving traffic operations and safety by managing traffic demands, enhancing sightlines, improving speed control, and managing property entrances located near the intersection. On final approval, construction would take place over 2026.
Road safety strategy
Oxford County Council will review a proposal to develop a new road safety strategy next council meeting with the goal of improving safety for all road users and reducing serious injury and fatal collisions on County roadways. The report recommends establishing an Oxford County Road Safety Strategy in collaboration with Area Municipalities, Police, Southwestern Public Health and Paramedic Services, supported by a new Traffic Management and Road Safety team within the Public Works department. The report also recommends the County formally adopt the Good Roads Ontario Road Safety Audit Guideline as a standard reference guide for road design projects and safety reviews moving forward.

Road diet study for Willson and Mill Streets in Woodstock
A report back on “road diets” along Oxford Road 59 (Wilson Street) and Oxford Road 2 (Dundas Street) west of Mill Street is before County Council next week. For Wilson Street, the report notes that safety has improved since the roadway was reduced from four lanes of traffic to three, but indicates that staff will review mitigation measures, such as traffic signal timing, to respond to concerns about traffic back-ups.
For the scheduled reconstruction of Oxford Road 2 (Dundas Street) in the west end, the County will implement a road diet (three-lane cross section with two bike lanes) between the overhead CPKC railway crossing to Oxford Road 9 (Ingersoll Road), but maintain the existing four lanes between Ingersoll Road and Oxford Road 12 (Mill Street).
A road diet reduces the number of car lanes to add space for other road users, such as bike lanes for cyclists and separation from sidewalks. They are used to improve traffic flow and accessibility, lower speeds, reduce accidents, and improve safety for all modes of transportation.
