2026 Business Plan and Budget – Special Budget Meeting #2 (Nov 24)

The second special budget meeting of County Council takes place Monday, November 24 at 9:30 a.m. Departmental and service presentations continue in this meeting. The final 2026 Budget, including any changes resulting from the special budget meetings, will be presented to County Council for final review and approval on December 10, 2025.

Emergency Plan update

County Council receives the new Oxford County Emergency Management Program and Emergency Plan next Council meeting. The County’s emergency plan has been updated to align with current Ontario legislation and regulations, as well as the Incident Management System (IMS) model of emergency management. The updated plan identifies and considers the risks that present the greatest level of threat to Oxford County, including extreme heat, air quality events, cybersecurity incidents, winter weather and infectious disease outbreaks.

Tiered emergency response

County Council is being asked to approve an agreement between Oxford County and the Southwest Centre for Prehospital Care for medical delegation services, which support the administration and training of critical first response by firefighters until paramedics arrive on scene for emergencies involving compromised airway, breathing, or circulation. In Oxford County, all municipal fire departments respond to a select set of emergency medical calls through tiered response agreements approved by County Council.

Comments on Bill 60, Fighting Delays, Building Faster Act

County Council receives an update next council meeting on the County’s submission for Bill 60, Fighting Delays, Building Faster Act. The Bill includes a number of proposed changes to the Planning Act, Building Code Act, Development Charges Act, and other legislation. The report from the County’s Community Planning Office notes that while some of the proposed changes would streamline processes or enhance transparency, others risk weakening local autonomy, creating inconsistencies in planning decisions, and increasing potential environmental and financial vulnerabilities. The report also provides an update on proposed provincial changes to streamline Official Plans and revise Conservation Authority boundaries and related staff comments.

Comments submitted to the Province on behalf of the County emphasize the importance of maintaining a balanced, locally informed approach that supports provincial goals without compromising sound planning principles, municipal decision-making authority, environmental protections, or public confidence.
