Council this Week: Highlights from the May 28 County Council agenda - 20250528
Storm water system performance, asset management workshop and more
Storm water system performance
Oxford County submits its first storm water system annual report to County Council next council meeting. The report is a requirement under Ontario’s Consolidated Linear Infrastructure (CLI) approach, released in 2023, that combines previous municipal environmental compliance approvals for storm water systems into one consolidated approval process. Storm water systems consist of storm sewers, culverts and ditches. No operational or performance issues were identified in the County’s 2024 performance report.

Exploring becoming a Living Wage Employer
County Council is being asked to consider whether Oxford County should become a Living Wage Employer, a certification that commits an organization to paying both direct employees the living wage rate and also ensuring external contractors pay their employees the living wage rate for the area in which they operate. At present only two Oxford County employee positions are paid below the 2024 living wage for London, Elgin, Oxford of $19.50 per hour. The report notes that while the cost of making this adjustment is manageable for the two directly employed positions, the broader commitment of ensuring externally contracted employers, such as those providing landscaping, snow removal, and construction services, pay their staff the living wage could be substantial. The report was prepared in response to a request from County Council in February to explore the feasibility and budget implications of becoming a living wage employer.

Workshop: 2025 Asset Management Plan
A special session of Oxford County Council will be held following the May 28 regular meeting to provide an overview of what will be presented in 2025 Asset Management Plan. The workshop will focus on recommendations for proposed “levels of service” for asset management, which balance the risks, lifecycle, performance expectations, and ongoing costs associated with maintaining the County’s $3.95 billion in infrastructure assets.
