Growth forecasts and land needs assessment
County Council is being asked to adopt the final draft of the County and Area Municipal Growth Analysis and Land Needs Assessment, a study that provides updated information to address provincial requirements and inform growth management policies, master plans, secondary plans, servicing studies, and other municipal initiatives.
The updates show Oxford County is expected to continue to experience substantial population, household, and employment growth over the 40-year forecast period (2021-2061), with the County’s total population forecast to grow to 223,600 by 2061. The County’s three urban areas are expected to show the greatest growth, reaching forecast populations in the next 20 years of 76,100 in Woodstock, 32,600 in Tillsonburg, and 20,100 in Ingersoll. However, substantial growth is also expected in the various fully serviced villages located across the County’s five townships. The report to Council notes that some additional settlement area growth lands are expected to be needed in most of the area municipalities over the 20-to-30-year planning period.

Woodingford Lodge Committee of Management report
Woodingford Lodge’s 2025 year-end Committee of Management report is before County Council next meeting. A Committee of Management is a requirement under Ontario’s Fixing Long Term Care Act and is responsible for ensuring compliance with requirements outlined in the Act.
Woodingford’s final report for 2025 notes:
- Woodingford’s occupancy rate for long-stay beds, a measure of efficient use of resources and funding eligibility, was above the Ministry of Long-Term Care’s target of 97% in each quarter.
- Ministry compliance inspections (e.g., staffing, care standards) resulted in two notifications in Woodstock in January and no other findings for any of the three sites (Woodstock, Ingersoll and Tillsonburg) in 2025.
- Woodingford’s annual Resident Satisfaction Survey showed high “Excellent” ratings at all three sites for Overall Satisfaction among both residents and staff.
The report also outlines critical incident reports and resolutions as well as a summary of outbreaks last year.
Woodingford Lodge uses the Committee of Management quarterly report to plan and adopt continuous quality improvement measures.
