Oxford Road 9 (King St. W.) in Ingersoll infrastructure improvements
Oxford County is being asked to approve a contract award to J-AAR Civil Infrastructure Ltd. for infrastructure improvements on Oxford Road 9 (King Street West). If approved, construction is expected to start in September 2025 and includes extension of the sanitary sewer system; a new storm sewer; replacement of the existing watermain; new traffic signals at the intersection of Oxford Road 9 and Oxford Road 10; and reconstruction of the road, including a new sidewalk on Oxford Road 9. The work is planned to pause in the winter months, before resuming in spring 2026, with construction continuing through to late 2026.
Homelessness Prevention Funding
County Council will receive an update on expenditures from the 2024–2025 Homelessness Prevention Program (HPP), along with a proposed investment plan for 2025–2026. Oxford County received $2,922,000 in provincial HPP funding for the 2024–2025 fiscal year, with the same allocation committed for 2025–2026. Funding has primarily supported emergency shelter services, supportive housing, and community-based outreach. For 2025–2026, in alignment with the Homelessness Response Strategy adopted by Council in March, staff propose allocating up to $500,000 to Community Outreach and Support Services to invite proposals focused on helping individuals transition out of homelessness. The remaining funds will continue to support ongoing commitments in emergency shelter and supportive housing.

Business plan and budget update
Oxford County’s most recent quarterly report shows the County is continuing to make progress on its 2025 goals and objectives, but is currently forecasting a year-end overall deficit of $3.9 million. The projected shortfall is largely due to development charge exemptions tied to frozen period rates, lower-than-expected water and wastewater revenues, and increased costs from an unusually severe winter. These pressures are partially offset by a program reserve surplus.
