Supervisor of Traffic Management

POSITION SUMMARY:

Under the direction of the Senior Manager of Transportation and Waste Management Services, plans, organizes, directs and coordinates the implementation of traffic management and road safety initiatives for the County’s multi-modal transportation network in accordance with provincial regulations, engineering best practices and Oxford County policy.   

PRINCIPAL RESPONSIBILITIES:

  • Manages road safety and traffic control initiatives to ensure the safe and efficient movement of goods and people through and within the County.  
  • Prepares procurement documents (quotations, tenders, requests for proposal), agreements and other documents in support of traffic management services.  
  • Manages external consultants and third-party service providers. 
  • Liaise with Provincial Ministries, Conservation Authorities, Area Municipalities, Boundary Municipalities, Police, Fire, EMS, and the public as necessary and appropriate.
  • Responsible for the division finances related to traffic management and road safety including forecasting and budget preparation, and capital project delivery within the approved budget and financial reporting of expenditures against budgets
  • Oversees and authorizes payments over divisional accounts in accordance with the Purchasing Policy for amounts up to $25,000 and provides recommendations of payment approvals over $25,000 to the Manager.
  • Together with Supervisor of Road Operations, oversees approximately $12mil annual operating budget and support of approximately $40-45mil annual capital budget
  • Implements programs and service activities and resources to align with, support and promote the successful delivery of departmental and corporate programs / initiatives, including but not limited to County-wide traffic calming, traffic data collection and analysis, traffic management (traffic impact studies, signal optimization, development application review), transportation master plans, active transportation, road safety audits and strategies, and permits (municipal consent) etc.
  • Knowledge of relevant trends and best practices, legislation and regulations such as the Highway Traffic Act, Municipal Act, Ontario Traffic Manual, Transportation Association of Canada guidelines
  • Manage and supervise Division staff including hiring, performance management, labour relations, coaching, mentoring, and professional development.
    Ensures employees are trained and working in accordance with Occupational Health & Safety Act requirements and Oxford County Health & Safety Policies and Safe Operating Procedures.
  • In accordance with County standards and applicable legislation and regulations, prepares Council reports, internal reports, policies, procedures, agreements, contracts and related correspondence.  Attends and participates at County or Area Municipal Council meetings as necessary.
  • Regularly participates in the after-hours on-call rotation. 
  • Coordinates and participates in Committees of Council and public stakeholder groups as it relates to traffic management and road safety initiatives  
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Professional Engineer (P. Eng) or Certified Engineering Technician/Technologist (OACETT)
  • Demonstrated initiative and practical judgment acquired through education, training and five years of related practical experience, with preferably at least two in a related supervisory role.
  • Sound knowledge of construction techniques, practices and standards, sound knowledge of applicable acts, legislation and regulations, traffic management and transportation planning.  
  • Certification as Professional Traffic Operations Engineer and/or Road Safety Professional is an asset
  • Ability to communicate effectively verbally and in writing; decisive; impartial, tactful and diplomatic.
  • Good computer skills with Microsoft Office software and web-based applications.
  • Knowledge and training in all aspects of safety for workers and the public.

WORKING CONDITIONS:

  • Works in an office environment and occasionally outdoors.
  • Exposure to hazards related to traffic, construction and inclement weather
