POSITION SUMMARY:

The Supervisor of Development Engineering is responsible for supervising the work and activities of the technical and support staff of the Development Engineering team, comprising all aspects of development engineering design, reviews, and compliance associated with new development processes and associated implementation and construction of future County assets. Provides technical support and advice on planning applications to the Planning Department regarding Public Works Operations including, Transportation, Water/Wastewater, Facilities and Waste Management Divisions.

PRINCIPAL RESPONSIBILITIES:

  • Direct supervisory responsibilities including hiring, performance management, coaching, employee relations, mentoring and professional development of non-union staff.
  • Oversees and provides assistance in the consultation process with developers, contractors, consultants, other Departments and Divisions regarding annual updates to the County’s standard documents including development agreements, design guidelines, construction specifications, development permit guidelines, and customer information.
  • Maintains knowledge of municipal civil engineering design best practices, techniques and materials through review of various reference materials, collaboration with other municipalities, local contractors and attendance at various seminars and conferences.
  • Leads the coordination, supervision and administration of engineering design projects, construction projects and studies related to development related infrastructure.
  • Facilitates the development review process which includes liaising with developers, consultants, Area Municipalities and other internal/external stakeholders and review agencies; exercise supervision over development engineering staff and coordinating Public Works comments on all development applications. Participate in secondary review planning for Area Municipalities.
  • In collaboration with Management, provides technical expertise/support (pertaining to Public Works services and infrastructure) to Area Municipal staff and other relevant stakeholders regarding economic development opportunities and special projects.
  • Under the direction of the Manager, manages engineering design projects and construction projects including oversight of Consultants, Contractors and County Staff working on the particular project, agency approvals, reports and planning.
  • As assigned, responsible for leading various studies (e.g. Development Charges Technical Studies) from initiation to completion (including consultant selection), which may be undertaken by County staff or consultants.
  • Manages the distribution of tasks to staff for engineering design projects, such as: review of Ministry of Environment, Conservation and Parks (MECP) compliance applications, including: Consolidated Linear Infrastructure Environmental Compliance Approval (CLI-ECA) applications, Form 1 – Record of Watermains, etc. for both development and capital projects.
  • Responsible for ensuring new development sanitary and storm sewer collection system infrastructure, to be assumed by Oxford County, has been inspected and tested in conformance with MECP requirements, and for verifying such by completing associated CLI-ECA post construction sign-off on behalf of Oxford County.
  • Oversees all phases of development projects from planning through to implementation (including development applications, project designs, inspection/construction, warranty period) to review on-going work, track progress and schedules, resolves issues and advises the Manager of outstanding issues related to Development required infrastructure for expenditures of $5-10M annually
  • Assists the Manager with business plans, annual budget forecasts and long range planning and reports. Responsible for ensuring select Public Works Fees & Charges are being collected and recovered from applicants/developers for various services provided.
  • Prepares approved Purchase Requests and Orders and verify purchases. Approves various invoices and security releases.
  • Develops or oversees the preparation of Divisional/Departmental policies, procedures, and strategic initiatives; Council reports; internal and external reports; notable development requirements such as Draft Plan of Subdivision conditions; development agreements; easement agreements and land transfers; developer security requirements; etc.
  • Supports the organization’s programs and services by promoting the County’s Strategic Plan, Future Oxford Community Sustainability Plan, Servicing Master Plans (Transportation, Water, Wastewater), best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission and values.  
  • Ensure new growth and development is consistent with the County’s Official Plan, corporate goals and objectives of the municipality, ensuring the effectiveness and efficiency of all engineering related services.
  • Performs other duties as assigned

MINIMUM QUALIFICATIONS:

  • Post-secondary education in Civil Engineering including Membership with the Professional Engineers of Ontario.  Professional Engineering Designation, registered with the Professional Engineers of Ontario is required. Membership with PMI as a Project Manager Professional is considered an asset.
  • Demonstrated experience in public works, including municipal engineering and knowledge of current design standards and construction practices relating to municipal engineering. Working knowledge of current regulations and legislation as applied to municipal engineering.
  • Previous supervisory experience preferred. Effective management and supervisory skills including verbal and written communication, time management, computer literacy and customer service.
  • Hands-on experience with the design of Roads, Bridges, Water, Wastewater and municipal facilities.
  • Excellent written and verbal communication skills, including presentations and using computer technology.
  • Demonstrated ability to collaborate and work effectively with key stakeholders such as internal staff, external agencies, public, consultants, developers, builders and contractors to deliver programs and services.
  • Understanding of role specific health and safety responsibilities, and ensured compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act.
  • Must have a valid Ontario license.

WORKING CONDTIONS:

  • Works both in an office environment, and occasionally on construction sites.
  • Exposure to hazards related to construction sites and inclement weather.
