POSITION SUMMARY:
Reporting to the Supervisor of Construction, supports and provides technical input in the planning, design, construction and inspection of County infrastructure.
PRINCIPAL RESPONSIBILITIES:
- Inspects all types of construction performed by contractors and advises contractor’s staff and project team members of omissions, errors and inspection results.
- Surveying for the purpose of pre-engineering, construction layout and collection of Asbuilt features using a variety of survey instruments. Locates information from existing land surveys in the office and in the field.
- Verifies Contractors work to ensure that projects are done as per the Contract documents and specifications.
- Develops engineering drawings and calculates quantities for construction cost estimates from pre-engineering surveying and site investigations.
- Responsible for verifying material quantities in the field and preparing and issuing payment certificates on a monthly basis.
- Documents, organizes, and maintains accurate records of construction inspections, including note taking and drawing mark-ups in order to properly close projects out and provide complete record information for project files.
- Makes real-time decisions in the field to resolve design and/or constructability issues as they arise along-side the project team and contractor.
- Liaison with project staff, collaborate with contractors, Township staff, consultants and the general public in a professional and positive manner.
- Prepares as-constructed drawings and service sheets of completed projects.
- Responsible for collecting and recording infrastructure asset information as well as updating asset management records using GIS software.
- Monitor, track and document on-site construction activities requiring time and material, change orders, and general changes to the original design drawings onsite.
- Provides project related information to staff, contractors, consultants and the public.
- Operates drafting, scanning, printing, plotting and reproduction equipment. Evaluates and recommends upgrades on computer software and equipment.
- Conducts traffic counts and processing of traffic data.
- Provides support to summer students as required, including checking and confirming work to support operational responsibilities and duties when required.
- Provides horizontal and vertical survey control, survey layout, and acquires topographic details related to capital projects.
- Update and maintain construction section equipment inventory list.
- Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
- Civil Engineering Technician Diploma or related education from Post-Secondary Institutions.
- Minimum 4 years related engineering and construction experience.
- Ability to review, interpret, and understand engineering construction drawings.
- Knowledge and experience in the use of computer software, such as, Word, Excel, Geographic Information Systems (GIS) and Computer Aided Drafting (CAD & Civil 3D).
- Knowledge and experience in construction practices and construction inspections procedures, including pre-engineering to project close out.
- Knowledge of inspection software in order to document and generate daily field reports.
- Knowledge and experience in surveying and the use of survey instruments (GPS & Total Station).
- Knowledge and experience in the use of Municipal Design Guidelines, Standards and specifications.
- Knowledge and experience in the set up and removal Traffic Counters and processing traffic count data using Traffic Data management software.
- Knowledge of CAD techniques, procedures, conventions, and standards.
- Certified member of OACETT or OACETT Associate member would be considered an asset.
- Valid Ontario driver’s license required.

WORKING CONDITIONS:
- Standing work including operating survey instruments, and while observing and recording construction inspections.
- Exposure to hazards related to construction sites, including inclement weather and traffic.
- May require occasional heavy lifting for the use of hand tools such as shovels, hammers, or pick axes for lifting maintenance hole and catch basin covers
- Working overtime as required to support construction inspection documentation and duties.
