Accounts Receivable Administrator

POSITION SUMMARY:
Provides accurate and timely recording of accounts receivable transactions into the financial system ensuring compliance with County policies and procedures.
KEY ACCOUNTABILITIES:
Accounts Receivable Functions:
- Verifies and processes all incoming cash receipts for all departments. Reviews to ensure accurate coding and tax treatment.
- Reconciles all cash receipts to bank deposits including cheques, electronic fund transfers, cash and point of sale machines.
- Performs accounts receivable functions including the processing of invoices, adjustments, and interest penalties.
- Creates and generates pre-authorized payment (PAP) files and sends to the bank for processing.
- Responds to customer inquiries, and follows up on any discrepancies in a timely, efficient, and confidential manner.
- Administers the Woodingford Lodge (Long-Term Care Home) resident billing financial system. Responds to inquiries and communicates with Woodingford Lodge billing contacts and County staff to resolve all receivable issues including delinquent accounts.
- Monitors outstanding accounts receivables (including General invoicing, Woodingford Lodge, housing, waste management and water and wastewater) and payment arrangements. Processes customer statements, sends out delinquent account letters and provides monthly aged listing reports to the Manager of Finance.
- Records monthly Provincial Offences Administration (POA) receivables from other courts.
- Prepares bank transfers for approval.
- Issues charitable receipts.
- Maintains customer and cash receipt database/filing systems.
General Functions
- Oversees and reconcile all Accounts Receivable transactions and entries to properly allocate and distribute funds, while identifying any action items for Supervisor of Accounting.
- Performs other duties as assigned.
QUALIFICATIONS FOR SUCCESS:
- Post-secondary education in accounting or a related discipline.
- Demonstrated experience working in an accounting position, preferably in a complex or public sector environment.
- An equivalent combination of education and experience may be considered.
- Understanding of general accounting practices, policies, procedures and internal controls.
- A sound base of computer software packages such as Microsoft Dynamics, Microsoft Excel, and Microsoft Office to produce reports that are importable and exportable to and from the accounting system.
- Strong decision-making abilities and judgement skills.
- Committed to quality work, attention to detail, with strong organizational skills and a high ability to work independently as well as part of a team. Excellent interpersonal skills.
- Ability to handle multiple priorities and work to deadlines.
