Water Wastewater Services Technologist

POSITION SUMMARY:

Responsible for development and maintenance of hydraulic models for the County’s Water and Wastewater Systems, Development Review for fire flow and system capabilities, Infrastructure Condition Assessment including CCTV and Reserve Capacity Calculations for both Water and Wastewater.

PRINCIPAL RESPONSIBILITIES:

  1. Operates, Maintains, and updates the County’s water distribution systems using the County’s Water Modeling Software.
  2. Operates, Maintains and updates the County’s wastewater collection systems using the County modeling software. 
  3. Prepares detailed water/wastewater modeling reports to Oxford County Engineering Services, Project and Development Engineers, Oxford County Service Providers, and Consultants. 
  4. Maintains reserve capacity calculations for Water Supply and Wastewater Treatment Systems. Provides strategic level analysis and advice to Oxford County’s Water and Wastewater Management, and County’s Planning Department. Prepares, reviews, and edits detailed reports for both internal / external communications.
  5. Assists with representing the County’s interests in meetings and discussions involving County owned water and sewer infrastructure with Oxford County Public Works, Planning staff, area municipalities, Contractors, Consultants and Developers.
  6. Maintains and coordinates review of the County-wide Design Guidelines and Specifications for municipal services with Oxford County Public Works staff and County Service Providers. Reviews new product and material submissions and evaluates for use on County projects. Maintains a list of approved products and materials for use on County projects. 
  7. Reviews proposed system expansions for both water and sewer and references Master Servicing Plans provided by Consultants, Reserve Capacity calculations, and Design Briefs. Provides comments and recommendations on watermain and sewer routing and sizing.
  8. Assists with the review of engineering drawings and development plans. Provides comments to Public Works Development Engineers, Water and Wastewater Services, Oxford County Service Providers, Consultants and Developers using Oxford County Design Guidelines, Ontario Provincial Standards, and best construction practices.
  9. Provide engineering related information to contractors, consultants, general public and municipal staff in person, in writing, by telephone or electronically. 
  10. Work with other Departments to prepare various mapping using Geographic Information System (GIS) and maintain and update databases using GIS and other available software.
  11. Performs field verification tests on system flows and pressures.
  12. Review of watermain / sewer inspection videos and reports. Provide comments and recommendations for replacement or repair to assist with budgeting forecasts.
  13. Operates drafting, scanning, printing, plotting and reproduction equipment
  14. Indirect supervision of County Staff, Service Providers, and students.
  15. Performs other duties as assigned.

MINIMUM QUALIFICATIONS

  1. Civil Engineering Technologist Diploma from a Community College. 
  2. Minimum 3 years related experience.
  3. Proficient in water/wastewater modeling software.
  4. Knowledge of AutoCAD and Pressure Recording tools and software.
  5. Strong Written and communication skills. Must be able to communicate effectively, including written reports, verbal presentations using Microsoft Office software such as Excel, Word, Powerpoint. 
  6. Knowledge of the Safe Drinking Water Act, Ontario Water Resources Act, American Water Works Association Standards, Ontario Provincial Guidelines, Fire Under Writers, applicable Building Code Sections, construction and engineering standards, Ministry Guidelines, as well as the development industry.
  7. Knowledge of watermain / sewer condition assessment, evaluation, and rehabilitation processes.
  8. Good interpersonal relations.
  9. Valid Ontario driver’s license required.

WORKING CONDITIONS

  • Works primarily in an office environment.
  • Periodic field work which includes exposure to construction sites and high traffic conditions.
