POSITION SUMMARY:
This position is responsible for overseeing the affordable housing portfolio, supporting the development of new housing projects across the Continuum and supporting community housing providers. The supervisor will work collaboratively with internal and external partners, implement development processes, support land acquisition and construction processes, oversee operations and service agreements with existing housing providers, and supervise a team of professionals to ensure the timely completion of various projects
PRINCIPAL RESPONSIBILITIES:
- Develop, implement, and manage housing development programs that address housing supply issues in the County of Oxford, including the implementation of the Housing for All plan, Master Housing Strategy, and other strategies integral to the Department.
- Conceptualize, investigate, and propose strategies to increase the supply of housing across the continuum.
- Effectively develop, monitor and administer funding programs that focus on increasing and maintaining the supply of affordable housing, including My Second Unit, Homeownership and Repair.
- Support the development, evaluation and selection of successful proponents for various housing projects, through a competitive bidding process.
- Oversee the delivery of various affordable housing development projects with multiple internal and external stakeholders and monitor project timelines and milestones throughout the process.
- Support investment and site readiness efforts, including feasibility studies, site analysis, planning approvals, servicing assessments, and community engagement, as well as technical meetings and site visits related to new affordable housing opportunities in the County.
- Identify and pursue funding opportunities, assemble development incentives for properties in the County portfolio, and develop diverse financing models to support land disposition.
- Support and develop partnerships with local businesses, developers, senior and local levels of government, and community agencies to deliver financially viable affordable housing projects and develop strategies to optimize limited program budgets.
- Prepare and present final reports to Council recommending housing strategies and proposals for approval. Initiate, coordinate, and facilitate public meetings to advance departmental objectives and develop strategic action plans.
- Support the execution of legal agreements with development partners, local municipalities, the province and other private and public sector organizations.
- Support the negotiation of new service agreements for all programs and services in relation to Housing Providers in accordance with provincial legislation and County policy.
- Lead operational reviews of housing provider operations, in collaboration with Corporate Services and develop action plans and establish goals/objectives for Projects in Difficulty in accordance with provincial legislation and County policy.
- Review, prioritize, and recommend the approval of annual budgets for non-profit and co-op community housing providers to ensure that the physical quality of life and the operational integrity of building systems are optimized.
- Review and recommend the feasibility and acceptability of maintenance/upgrading projects for non-profit and co-op community housing providers.
- Assist with planning, development and administration of service contracts, plans, policies and procedures for all programs and services. Identify operational issues requiring policy development or procedural changes and implement legislated policy changes.
- Participate in the development of annual budgets and business plans for the Human Services Department; prepare Council reports, briefing notes and correspondence, as required.
- Contribute to policy development, business processes/procedures to ensure compliance with applicable federal/provincial legislation, Service Agreements, Regional policies, local by-laws, and standards.
- Directly supervise employees, including performance and attendance management, coaching, mentorship, and professional development, employee and/or labour relations.
- Assist in the development, review and promotion of an integrated philosophy, objectives, policies, and procedures in compliance with various Acts for the delivery of Ontario Works, Community Housing, and Family & Children’s Services by working collaboratively with the leadership team.
- May be required to act as a back-up for the Manager of Housing and Homelessness in their absence.
- Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
- Post-secondary education in land use planning, public administration or other related programs, or equivalent combination of related education and work experience.
- Minimum of 5 years relevant experience in the development of housing solutions/projects.
- Comprehensive knowledge of planning processes; public consultation processes; design, land development and delivery processes; project tendering; operational processes related to real estate development and construction; municipal land disposition processes, appraisal, and land transfer processes; and housing providers.
- Excellent communication, interpersonal, facilitation, and presentation skills with demonstrated proficiency in handling politically sensitive matters, and internal and external stakeholders.
- Strong analytical skills with a focus on interpreting legislation, policies/ procedures and developing/implementing effective responses/solutions.
- Strong knowledge of relevant legislation, statutes and regulations related to the Planning Act, Building Code, Development Charges Act, Municipal Act, Housing Services Act and Residential Tenancies Act, in addition to general knowledge of legislation for other Human Services program areas.
- Demonstrated ability to foster teamwork, lead and empower teams and guide effective project development, delivery, and evaluation.
- Valid Ontario driver’s license.

- Works in an office environment with flexibility to work in a variety of work locations, as needed.
