POSITION SUMMARY:
Responsible for planning, organizing and implementing Child and Family initiatives for the County of Oxford. Develops and implements community-based partnerships across sectors to deliver programs specific to families and children.
PRINCIPAL RESPONSIBILITIES:
- Provides direct supervision of Family and Children’s Services staff while overseeing the following services:
- Supports the development, implementation and execution of the goals and objectives included in the Child Care and Early Years Plan, in collaboration with community partners.
- Provides leadership to deliver responsive EarlyON Child and Family Centre programs and services, in alignment with the expectations of the Ministry of Education.
- Oversee the administration of the child care fee subsidy program, including cross-jurisdictional agreements, as well as the Learning, Earning and Parenting (LEAP) program.
- Supports the licensed child care system to deliver high quality early learning programs across Oxford County, in accordance with the Ontario Child Care and Early Years Funding Guidelines.
- Assist with the implementation of the Canada Wide Early Learning and Child Care plan, including support with funding requests, record keeping, approval letters and reporting.
- Work in collaboration with other Human Services Supervisors to ensure that effective and integrated supports and services are provided to families and children.
- Actively participate as a member of the Extended Management Team, working to support a department strategy and vision that is supportive and complementary to the County’s Strategic Plan, Future Oxford Community Sustainability Plan, Safe and Well Oxford Plan, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission and values.
- Operates in accordance with the mandates of the Child Care and Early Years Act/Regulations, the Child Care Modernization Act, Education Act, Ontario Works Act, County of Oxford Corporate Policies and Procedures and Integrated Accessibility Standards and other applicable provincial Acts.
- In accordance with County standards and applicable legislation and regulations; supports and assists the Manager of Family and Children’s Services with the development, implementation and auditing of departmental policies and procedures as they relate to front line Human Services programs and service delivery.
- Provides departmental and Ministry consultation on such issues as program eligibility, Service Delivery Model Business Processes, the Ontario Child Care Management System (OCCMS and OCCMS Operators), KEyON and various other computer applications.
- Oversees and is responsible for the reconciliation of fee subsidy payments and program-specific purchases.
- As directed by the Manager of Family and Children’s Services, liaise with family members, internal staff, community stakeholders, Provincial Ministries, community organizations, and the public as necessary and appropriate.
- Direct supervisory responsibilities include monitoring performance, attendance management, coaching, training, conducting regular staff meetings with direct reports, employee and/or labour relations, mentoring and professional development of unionized and non-unionized staff in collaboration with the Manager.
- Receive and resolve service-related complaints, concerns and questions in a timely and responsive manner. This may include the de escalation of hostile and difficult persons in dangerous situations which could result in collaborating with security and police for a safe outcome. Refers and escalates to the Manager or Director as necessary.
- Prepare council reports, policies, and related correspondence as required.
- Supports the development of annual budgets, and business plans for the Human Services Department.
- Understanding of role specific health and safety responsibilities, and ensures compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act, and completes incident reports in a timely manner.
- Ensures compliance with the terms of the Collective Agreement and provides input into labour negotiations.
- May be required to act as a back-up for the Manager of Family and Children Services in their absence.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:

Post-secondary education in Child Studies, Early Childhood Education, Social Services or related discipline.

Demonstrated experience planning, organizing and implementing Ministry-funded child and family programs.

An equivalent combination of education and experience may be considered.

In-depth knowledge of relevant legislation, statutes and regulations related to early childhood education and occupational health and safety.

Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework.
