POSITION SUMMARY:

Responsible for overseeing and ensuring the effective and efficient delivery of Oxford County’s Paramedic Services with a focus on educational programs and training.

KEY ACCOUNTABILITIES:

  • Oversees and coordinates the following: 
    • Develops, facilitates, and evaluates continuing educational programs and other training/education as required by the service. 
    • Monitors, records, and reports on all internal and external educational activities.
    • Continuous review of educational programs effectiveness, as it relates to daily operations within the ambulance service as a whole. Aids in the development of quality assurance (QA) activities to monitor program effectiveness and support improvement attitudes. 
    • Paramedic student placements, recruitment, and the delivery of tiered response training.
    • Collaborates with the Southwestern Ontario Regional Base Hospital program & area colleges to ensure the highest possible level of education regarding current medical best practices is provided.
  • Direct and in-direct supervisory responsibilities including hiring, performance management, coaching, employee, and labour relations, mentoring and professional development of non-union and unionized staff.
  • Supports/advises operations in evaluating delivery of clinical and operational skills to determine opportunities for service wide, group and individual education. 
  • Enhances the environment and the quality of medical care in partnership with the Manager/Deputy Chief of Paramedic Operations & Performance and Operational Superintendents by supporting/advising in the development of original and remedial education, and education interventions for employee development.
  • Actively participates as a member of the Extended Management Team, supporting the organization’s programs and services by promoting the County’s Strategic Plan, Future Oxford Sustainability Plan, best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission, and values.
  • Participates in the preparation of annual business plans and budgets for the division and monitors and prepares reports related to division performance, outcomes, and financial performance. Authorizes purchases within assigned authority. 
  • Assists in the preparation of divisional policies and procedures, operational reports (such as Shift Log, ride-outs), Council reports, external reports, and general correspondence. Attends and participates in various committees, working groups, task forces and special projects as necessary.
  • Performs the responsibilities of this position within the legislative and regulatory standards set out in the applicable Federal, Provincial and/or Municipal statutes.
  • Liaise with Area Municipalities, Provincial Ministries, internal stakeholders, community stakeholders, and the public as necessary and appropriate.
  • Acts as on-duty command of Oxford County Paramedic Services and assumes role as on-site Incident Commander for any major incidents to coordinate and direct the activities of Paramedic personnel and equipment. Also acts as an Operational Superintendent as required.
  • Receives and resolves escalated service-related complaints, concerns, and questions in a timely and responsive manner. Refers and notifies appropriate individuals when necessary.
  • Understanding of role specific health and safety responsibilities, and ensured compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act. 
  • Performs other duties as assigned.

QUALIFICATIONS FOR SUCCESS:

  • Post-secondary education in business, health sciences, or related discipline. Qualifications as a Primary Care Paramedic in accordance with the conditions of Ontario Regulation 257/00, Part III – Qualifications of Emergency Medical Attendants and Paramedics and the County Job Description of Primary Care Paramedic.
  • Experience working in a municipal and unionized environment with an emphasis on adult education is an asset. An equivalent combination of education and experience may be considered.
  • Knowledge of relevant legislation, acts, statutes, and regulations related to municipal and program specific operations, including Ontario BLS and ALS standards, the Ambulance Act of Ontario, the Highway Traffic Act, the Employment Standards Act, and the Personal Health Information Protection Act.
  • Demonstrated ability to identify and collaborate with internal and external partners to deliver programs, services, and outcomes.
  • Ensures confidentiality in all aspects while executing the duties of this role.
  • Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework.
  • Demonstrated ability to foster teamwork, lead and empower teams and guide effective project management outcomes.
  • Valid Ontario driver’s licence and a vehicle with insurance is required.

WORKING CONDITIONS

  • Works in an office environment and external sites.
  • Occasional driving to other locations within and beyond County boundaries to attend meetings and conferences.
