POSITION SUMMARY:
Responsible for coordinating all aspects of operations, maintenance and repairs of the Oxford County’s water and wastewater related Supervisor Control and Data Acquisition (SCADA) systems and related communications network. Assists with the multi-year SCADA Master Plan implementation.
KEY ACCOUNTABILITIES:
- Provides the following services related to the SCADA systems:
- Inspect, install, repair, maintain, calibrate, test, and troubleshoot a variety of equipment, hardware and systems including SCADA and Programmable Logic Controller (PLC) systems, PLC hardware and software, analysers, meters, and transducers.
- Inspects, troubleshoots and repairs electrical, electronic, microprocessor based, pneumatic, and mechanical process control components; identifies, isolates, and diagnoses failures using various types of test equipment; interprets schematics and loop drawings; coordinates repairs.
- Assists with the development, implementation and maintenance of the SCADA system disaster recovery plan.
- Develop SCADA specific reports and provides to governance committee.
- Performs installation of process control components, panels, cables, and systems; orders equipment, parts, and supplies for installation of system; calibrates instruments; tests the system; corrects any failures; manages and modifies as-built drawings for electrical, control and PLC work.
- Reads and interprets various documents including electrical and electronic schematics, CAD drawings, mechanical and instruction drawings. Oversees and supports contractors as necessary, problem solving new installations as needed.
- Assist with the procurement of services, materials, supplies, tools and equipment, develops and supports service agreements and contracts. Provide technical electrical and control expertise for county projects.
- Maintain and update County SCADA standards as required.
- Participates in Capital Projects and project management of the SCADA Master Plan
- Review all capital projects related to water and wastewater to ensure they align with County SCADA standards.
- Participate in the FAT/SAT testing.
- Liaise with contractors, external consultants, vendors, and internal and external stakeholders as necessary.
- Assist with the preparation of policies and Standard Operating Procedures within the SCADA system governance, Council reports, internal and external reports, and any other related correspondence as required. Maintains documentation for all components in accordance with the SCADA master plan.
- Support the organization’s programs and services by promoting the County’s Strategic Plan, Future Oxford Community Sustainability Plan, best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission and values.
- Responds to emergency calls for service including troubleshooting and repairs, as required.
- Utilizes an automated work order tracking system to track and document assigned work.
- Supports asset management programs as related to instrumentation and SCADA systems.
- Performs other duties as assigned.
QUALIFICATIONS FOR SUCCESS:
- Post-secondary education in Electrical Engineering Technician/Technology or related discipline. SCADA certification or Licensed Electrician is an asset.
- Demonstrated experience in industrial electrical wiring, utilizing Wonderware SCADA and PLC programming, including installations and troubleshooting. Working knowledge of processes involved in water & wastewater treatment and related security systems is an asset.
- An equivalent combination of education and experience may be considered.
- Demonstrated work experience with Allen Bradley PLC’s and Schneider ScadaPack PLC’s. Familiarity with WIN911 software, network administration, routing, firewalls, DMZs, network and cyber security measures.
- Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework.
- Demonstrated ability to collaborate and work effectively with key stakeholders such as internal staff, external contacts, the public, consultants, and contractors to deliver programs and services.
- Knowledge of relevant trends, best practices and legislation and regulations.
- Demonstrated ability to work independently and collaboratively as a team.
- Understanding of role specific health and safety responsibilities, and ensured compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act.
- Valid Ontario drivers’ license required.
