Roads Patrol Foreperson

POSITION SUMMARY:

Coordination of internal work force and internal/external resources required for operation and maintenance of the County transportation network (roads, trails, bridges, drainage) and associated assets to ensure public safety, effective goods and people movement, and environmental sustainability.

PRINCIPAL RESPONSIBILITIES:

  • Plans upcoming road maintenance activities for staff several weeks to months in advance of the work, ensuring that staff, contractors, vehicle, equipment, tool and material resources are readily available for completion of the work within multiple Patrol areas.

  • Responsible for ensuring successful completion of daily and routine road maintenance programs.

  • Prioritizes work activities based on available resources, regulatory requirements, public safety, weather conditions. 

  • Assists in hiring of support staff, supervises, provides orientation and training, evaluation, and disciplinary action when necessary. 

  • Orders and obtains equipment, materials, parts, and repairs and ensures items are coded to the proper operations account.

  • Ensures equipment and materials are safe and employees are trained and working in accordance with health and safety requirements. 

  • Directs Assistant Forepersons on planning and of traffic plans, detours, regular sign checks and road patrols (routine and winter).

  • Implements annual programs for winter control operations. Schedules the use of equipment and staff. 

  • Plans and manages all activities including drainage, road surface and budget maintenance, culvert repair or replacement, line painting, fleet maintenance, street cleaning, and asphalt paving to ensure work is completed in a cost effective manner and accurate records are maintained. Ensures that priority is given to dangerous or unusual deficiencies discovered during routine inspections. 

  • Schedules and coordinates external service providers for planned/emergency maintenance within designated Patrol areas. 

  • During winter control season Patrol Foreperson consults with Asst. Patrol Foreperson and afternoon shift Lead Hands at start of shifts and during shift transition times to ensure consistent delivery of winter road maintenance (plowing/salting/sanding) from one shift to the next.

  • Applies approved operating policies and procedures and maintenance standards, where available, and, supplements the judgment and initiative of the Supervisor of Transportation to solve problems for which no standards are available.

  • Administers terms of the collective agreement.
  • Prepares and submits electronic timecard for self and reviews and approves subordinate staff timecards and vacation, illness and other time off requests. 
  • Performs on-site inspections of contractor’s work; helps measure work progress; collects and maintains accurate records for preparing payment certificates.
  • Participates in fleet management activities; schedules repairs; purchases replacement parts; approves work of mechanics and repairmen.
  • Undertakes to resolve complaints from the public.
  • Participates in rotating 24/7 emergency on call service with the other Roads Patrol Foreperson and Supervisor of Transportation.
  • Participates in rotating early morning weekday winter patrols (overtime) with the Assistant Patrol Forepersons
  • Participates in the management of two Patrol yard properties and buildings, scheduling maintenance, repairs and identifying possible capital repairs.
  • Utilizes a computer for MS Office software applications, daily scheduling, work orders, purchase orders, patrol sheets, weather forecasts and on line training.
  • Performs other duties as assigned.

QUALIFICATIONS FOR SUCCESS:

  • O.S.S.D. Diploma or equivalent education. 

  • Post-secondary education in Civil Engineering, Construction, or Road Operations would be an asset 

  • Initiative and practical judgment acquired through combination of education, training and seven years of related practical experience.

  • Good knowledge of maintenance and construction practices and standards, working knowledge of applicable legislation and regulations.
  • Certified Road Supervisor (CRS), certification and a graduate of the Mahoney and Anderson Roads Schools would be an asset.
  • Ability to communicate effectively.
  • Mastery of practical skills required for winter/summer maintenance operations and regulatory requirements. 
  • Knowledge and training in all aspects of safety for workers and the public.
  • A valid Ontario Class DZ driver’s license with a clean driving abstract required.

  • Frequently driving a vehicle and occasionally in an office environment. 

  • Exposure to hazards related to maintenance/construction sites and inclement weather. 

  • Exposure to extended early morning or late night work doing road patrol or in response to emergency situations.

  • Exposure to vehicular traffic.

  • Exposure to irate customers.
