POSITION SUMMARY:

Under the direction of the Manager of Water and Wastewater Technical Services, assists with compliance and enforcement of the Oxford County Source Water Protection Program and coordinates the Backflow Prevention Program to protect municipal drinking water sources.

PRINCIPAL RESPONSIBILITIES:

  • Provides administrative and technical support to the Risk Management Official (RMO) regarding the implementation of the Source Water Protection Plan, which involves assisting with risk assessments, threat inspection and verification, and enforcing the County’s Source Water Protection policies and Risk Management Plans (RMP).
  • Assist RMO with planning file reviews of properties under section 59 (restricted land uses) Clean Water Act, 2006.
  • Performs the duties of the Risk Management Inspector including conducting inspections of industrial, commercial, and institutional (ICI) businesses, residential and agricultural properties to identify applicability of source protection plan policies; threat verification and prohibitions; identification of best management practices in place to support RMP development; and/or identify and complete the enforcement and compliance with a RMP and orders, when required.
  • Reviews, develops, and maintains Source Water Protection program processes and resources, including technical standards and templates for RMPs and risk assessments, notifications to property owners, and integration with other programs (e.g., development applications, building permits, backflow inspections, sewer use-by law compliance, forestry conservation and woodlands management).
  • Responsible for the implementation, enforcement and ongoing management of the Backflow Prevention and Cross Connection Control program and associated By-law for the County’s water distribution system, including inspection, approval and administrative processes.
  • Aids in the preparation of Council reports, internal and external reports and writes policies and procedures related to Backflow Prevention Program. Attends and participates at County or Area Municipal Council meetings as necessary.
  • Coordinates the development and maintenance of communication, enforcement, education and incentive programs related to source water protection and backflow programs. Evaluates program effectiveness and recommends continuous improvements, including reach to target audiences. Monitors and researches industry best practices and liaises with residential and non-residential sectors for program feedback.
  • Receives, investigates, and resolves inquiries and/or complaints from internal and external stakeholders regarding source water protection and backflow related matters.
  • Responsible for citing infractions, issuing orders and administrating fees and charges for Backflow Prevention Program. 
  • Participates in the review and screening of land-use development applications and/or building applications to identify and provide recommendations regarding source protection plan policy requirements; and to ensure compliance with Part IV of the Clean Water Act. Responsible for review and screening of land-use development applications and/or building applications to identify backflow hazards and provide backflow protection device selection and installation requirements to ensure compliance with Backflow Protection By-law. 
  • Inputs, tracks, and maintains databases related to key performance indicators, compliance reporting, annual reports, and legal defensibility. May participate in the hearing process to comment on/defend information. 
  • Participates in Class EA Study projects, public meetings, design meetings, and meetings with local industry.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Post-secondary education in Applied Science, Engineering Technology, Environmental Studies, Environmental Geoscience or a related discipline. 
  • Certification or ability to obtain certification in Backflow Prevention and as a Risk Management Inspector under Part IV of the Clean Water Act is required.
  • Demonstrated experience monitoring compliance, conducting inspections, conduction workshops and presentations, and writing technical documents and reports. 
  • An equivalent combination of education and experience may be considered.
  • Knowledge of principles and practices of environmental sciences, industrial manufacturing processes and associated water treatment and distribution practices. Knowledge of agricultural practices and Ministry of Agriculture, Food and Rural Affairs requirements will be considered a strong asset.
  • Knowledge of and ability to comply with policies, procedures and practices, including relevant regulations (e.g.  Building Code Act, Clean Water Act, Environmental Protection Act, Ontario Water Resources Act, Nutrient Management Act, and Provincial Offences Act), rules of evidence and court procedures, backflow prevention, cross connection control, and local source protection plan policies.
  • Demonstrated ability to collaborate and work effectively with key stakeholders such as internal staff, external agencies, area municipalities, affected landowners, the general public, consultants, developers, builders and contractors to deliver programs and services.
  • Understanding of role specific health and safety responsibilities, and ensured compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act.
  • Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework.
  • Demonstrated ability to work independently and collaboratively as a team.
  • A valid Class “G” driver's license and an acceptable driving record are required in order to operate Oxford County vehicles.

  • Occasional exposure to construction sites, industrial facilities and treatment facilities.
