POSITION SUMMARY:

Under the oversight of the Senior Manager of Business Systems ensures the effective and efficient planning, execution, and optimization of all IT services and infrastructure, including 24/7 delivery of IT services.

KEY ACCOUNTABILITIES:

  • In conjunction with the Senior Manager, drives strategic planning for IT services and infrastructure to align with organizational goals and develops long term IT roadmaps integrating emerging technologies, trends, and best practices. 
  • Develop, implement, and routinely test robust IT disaster recovery and business continuity plans. Lead incident response efforts, including handling data breaches, ensuring data security and compliance with PIPEDA, PHIPA, MFIPA, and other applicable regulations.
  • Leads and oversees the deployment, monitoring, and maintenance of scalable IT systems, networks, and applications. Establish and monitor key performance indicators (KPIs) for IT systems and services, ensuring high availability, performance, and user satisfaction.
  • Supervise the integration of Voice over IP systems and other communication tools. Ensure robust failover systems and optimal network security practices for WAN/LAN operations. 
  • Develop and enforce corporate IT policies, standards, and operational practices. Maintain accurate IT documentation, including network diagrams, equipment inventory and procedural guidelines.
  • Research and introduce innovative solutions and best practices for IT and to drive digital transformation within the organization.
  • Works with Senior Manager to prepare divisional budget and business plan, and regular monitoring of outcomes and financial performance. Evaluates, negotiates, and manages contracts with external vendors and partners.
  • Receive and attempt to resolve service related complaints, concerns and questions in a timely and responsive manner. 
  • Liaises with organizational leaders, departments and area municipal partners to identify requirements and propose tailored IT solutions, and ensure smooth adoption through effective change management.
  • Supervisory responsibilities including hiring, performance management, coaching, mentoring and professional development of staff.
  • Support the organization’s programs and services by promoting the County’s Strategic Plan, best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission and values.
  • Performs other duties as assigned.

QUALIFICATIONS FOR SUCCESS:

  • Post-secondary education in Computer Science, Information Technology, or a related field.
  • Proficiency in IT infrastructure management, including cloud platforms, virtualization, and automation tools.
  • Certifications such as CISM, CISSP, PMP, or ITIL (preferred). Agile methodology knowledge is a strong asset. 
  • Demonstrated and progressive experience leading an IT team. Municipal or broader public sector experience an asset. 
  • Proven expertise in network protocols, cybersecurity frameworks, IT operations and compliance standards (e.g., PIPEDA).
  • An equivalent combination of education and experience may be considered.
  • Knowledge of relevant trends, best practices and legislation and regulations. 
  • Valid Ontario drivers’ license required.

WORKING CONDITIONS:

  • Works in an office environment.
  • Occasional travel to other work locations. 
  • May require lifting and handling heavy equipment.
  • Some evening and weekend availability for on-call emergencies or critical projects.
