Learning and Development Specialist

POSITION SUMMARY:
Ensures the innovative, effective, and efficient delivery of Oxford County’s human resources services related to organizational learning and development, including core organizational training, management/supervisory training, leadership and career development and succession planning.
KEY ACCOUNTABILITIES:

Conducts research into the latest techniques, tools, partnerships, and practices related to organizational learning and development, including building relationships with and sourcing training providers.

Builds strong relationships with management and employees and ensures awareness of trends and opportunities to anticipate learning and development needs across the organization.

Develop, coordinate, and deliver employee training initiatives including conducting training needs analyses and consulting with other human resources staff and departments to identify training priorities.

Develop and implement corporate annual learning and development calendar.

Prepare, design/customize, and deliver course materials for in-person and virtual training, including coordinating logistics and set-up for training events.

Coordinate and facilitate corporate leadership development opportunities, including researching and proposing leadership development opportunities across a continuum for various levels within the organization.

Leads the development and implementation of succession planning programs.

Participate on various project teams and committees and lead implementation when deliverables include training for employees, such as Diversity, Equity, and Inclusion (DEI) Internal Staff Committee.

Provides input into the human resources business plan and budget by preparing, forecasting and monitoring operations within the approved training budget.

Plans, develops and implements corporate human resources policies, procedures, manuals, and forms related to organizational learning and development.

Establishes and tracks key human resources performance indicators related to organizational learning and development.
QUALIFICATIONS FOR SUCCESS:

Post-secondary education in human resources and/or adult education.

Demonstrated progressive experience coordinating and implementing organizational learning and development programs. Government or broader public sector experience would be an asset.

Professional designation such as Certified Human Resources Leader (CHRL) is an asset.

An equivalent combination of education and experience may be considered.

Strong facilitation skills, including the ability to develop and deliver engaging presentations.
