POSITION SUMMARY:

Provides professional and confidential support in the administration of County programs which relate to employee and labour relations, employee records and administration, benefits and pension administration, talent acquisition, learning and development, health and safety, employee disability management and wellness.

KEY ACCOUNTABILITIES:

  • Provides a broad range of administrative support to the Department, including preparing agendas and recording and transcribing minutes, organizing meetings, preparation of various monthly and quarterly reports and other correspondence as necessary. Provides customer service; including responding to phone inquiries and email, providing general information, referring to appropriate staff as necessary.

  • Assists with coordinating the talent acquisition service provided by Human Resources to all departments in accordance with County policy and Collective Agreements.

  • Creates and manages documents related to recruitment process. Coordinates with departments to prepare job postings and advertisements, conduct initial telephone screening, perform confidential reference checks, prepare offers of employment, notifies unsuccessful candidates, documents new employees, and distributes notices of successful candidate postings in a timely manner.

  • Leads the internal recruitment process for Woodingford Lodge, including managing and maintaining internal recruitment tracking documents. Facilitates the student recruitment process when necessary.

  • Supports the labour relations service through maintenance of collective agreements, completing seniority lists, and tracking of grievances.

  • Responsible for administering group insurance benefits and pension plans. Liaises with insurance carriers and OMERS on behalf of employees, and acts as a primary resource to address employee questions/concerns to resolves matters. Investigates and provides advice to employees in regards to pension enrollment, benefit plans, and retirements while adhering to terms of employment, collective agreements, policies and legislation.

  • Documents, organizes, and maintains accurate and up to date employee and departmental records in the electronic filing system. Creates and maintains internal tracking and training documents.

  • Maintains wage grids, which includes calculation of cost of living and collective bargaining adjustments, coordinating with payroll and updating insurance carrier information. Documents, organizes, and maintains accurate and up to date employee compensation records and administers all other employee changes.

  • Supports the County’s wellness program, working with the corporate wellness committee and other human resources staff.

  • Tracks health and safety incidents, WSIB lost time and medical aid claims and produces reports associated with this information. Attends meetings, records and prepares minutes for all JHSCs, ensuring the timely disposition of resulting actions.

  • Supports the County’s learning and development program by assisting to organize sessions, maintaining registrations and training records.

  • Participates in the development and implementation of Human Resources Information System ensuring confidentiality and accurate records. Supports onboarding process and provides technical support to employees with HRIS software. Acts as the liaison between HRIS and Woodingford Lodge Scheduling software. Enters and updates employee data, and processes inquiries or reports as required.

  • Performs other duties as assigned.

QUALIFICATIONS FOR SUCCESS:

  • Completion of relevant post-secondary education in human resources and/or labour relations.

  • Demonstrated experience working in Human Resources utilizing a Human Resources Information System, preferably within a unionized environment. Experience working in a municipality or broader public service is an asset.

  • Certified Human Resources Leader Professional or Leader (CHRP/CHRL) designation is an asset.
