POSITION SUMMARY:

Reporting to the Manager of Logistics & Standards, the Emergency Management Coordinator implements the emergency management program activities for the County of Oxford as required under the Emergency Management and Civil Protection Act and Long-Term Care Homes Act.

PRINCIPAL RESPONSIBILITIES:

  1. Coordinate the implementation of the corporate Emergency Management Program in accordance with the legal requirements under the Emergency Management and Civil Protection Act, R.S.O. 1990.
  2. Responsible to ensure Oxford County and its emergency operations facilities are in a continuous state of readiness in the event of a municipal emergency through ongoing planning, training, exercise, testing, and awareness initiative.
  3. Assumes the Flood Coordinator role for the County and partners with local conservation authorities and Conservation Ontario.
  4. Develops and coordinates emergency response training and exercises including identifying training needs, preparing, and delivering training programs.
  5. Develops and maintains documents such as the emergency operations centre procedures manual, Alert Notification Procedures and public information activation guidelines.
  6. Collects and utilizes relevant statistical and epidemiological data as a basis for conducting the municipal Hazard Identification and Risk Assessment.
  7. Participates in local, provincial and federal emergency planning committees and maintains effective communication linkages with other key stakeholders involved in emergency planning and preparedness.
  8. Identifies other potential funding sources such as grants and develops funding proposals in conjunction with the management team. Facilitates a needs assessment of the areas that may require additional funding for sustainability. Completes funding proposals and program evaluation to receive funding.
  9. Provides input related to program and staffing needs.
  10. Promotes the utilization of best practices and industry standards to enhance the emergency management program.
  11. Fosters effective relationships with municipal and health sector partners with the goal of developing an integrated approach to emergency preparedness and management in Oxford County.
  12. Identifies and communicates emergency preparedness issues to staff within the county, community groups, other agencies, the media, community politicians, provincial and federal associations and the public. Implements communication strategies to inform and educate the public about issues as they arise. In addition, implements public awareness campaigns for services available.
  13. Collaborates with the County Emergency Program Committee in developing strategies for continuous improvement of program quality and effectiveness.
  14. Performs other duties as assigned

MINIMUM QUALIFICATIONS:

  1. Undergraduate degree or Ontario College Diploma and a graduate of a recognized postgraduate certificate program in Emergency Management.
  2. Five years’ municipal emergency management experience, which includes demonstrated leadership ability.
  3. Knowledge of current legislation and regulations related to the implementation of emergency management programs to address municipal and public health emergencies.
  4. Demonstrated skills and abilities working with community partners.
  5. Effective project management skills.
  6. Excellent written and verbal communication skills, facilitation skills, and presentation skills. Highly developed interpersonal skills with the ability to interact effectively at all organizational levels.
  7. Proven ability to work with and maintain confidential information.
  8. Strong computer knowledge with Microsoft Office
