POSITION SUMMARY:

Supports the effective and efficient delivery of Oxford County’s Paramedic Services with a focus on educational programs and training.

PRINCIPAL RESPONSIBILITIES:

  • As directed by the Superintendent of Education, provides the following supports:
    • Assists in the development, facilitation, and evaluation of continuing educational programs, return to work, and other training/education as required by the service.
    • Participates in monitoring, recording, and reporting on all internal and external educational activities.
    • Continuous review of educational programs effectiveness, as it relates to daily operations within the ambulance service. Aids in the development of quality assurance (QA) activities to monitor program effectiveness and support improvement attitudes.
    • Paramedic student placements, recruitment, and the delivery of tiered response training.
    • Collaborates with the Southwestern Ontario Regional Base Hospital program & area colleges to ensure the highest possible level of education regarding current medical best practices is provided.
    • Attends Public Relations events as a representative of Oxford County Paramedic Services as needed. 
  • Assists the Superintendent of Education with in-direct supervisory responsibilities including hiring, performance management, coaching, employee, and labour relations, mentoring and professional development of non-union and unionized staff, as directed. 
  • Supports and advises the Superintendent of Education in evaluating delivery of clinical and operational skills to determine opportunities for service wide, group and individual education.
  • Enhances the environment and the quality of medical care in partnership with the Superintendent of Education by supporting and advising in the development of original and remedial education, and education interventions for employee development.
  • Coordinates activities and services to align with, support, and promote the successful delivery of departmental and corporate programs and initiatives.
  • Supports and participates as required in the preparation of annual business plans and budgets for the division and monitors and prepares reports related to division performance, outcomes, and financial performance. Authorizes purchases within assigned authority.
  • Assists in the preparation of divisional policies and procedures, operational reports (such as Shift Log, ride-outs), Council reports, external reports, and general correspondence. Attends and participates in various committees, working groups, task forces and special projects as necessary.
  • Performs the responsibilities of this position within the legislative and regulatory standards set out in the applicable Federal, Provincial and/or Municipal statutes.
  • Liaise with Area Municipalities, Provincial Ministries, internal stakeholders, community stakeholders, and the public as necessary and appropriate.
  • May be required to act as a back-up for the Superintendent of Education or an Operational Superintendent in their absence.
  • Receives and attempts to resolve service-related complaints, concerns, and questions in a timely and responsive manner. Refers, escalates and/or notifies appropriate individuals when necessary.
  • Understanding of role specific health and safety responsibilities and ensured compliance with internal and external safety policies and procedures, including the Occupational Health and Safety Act.
  • Support the organization’s programs and services by promoting the County’s Strategic Plan, Future Oxford Community Sustainability Plan, best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission, and values.  
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

  • This position must meet the same qualifications as the Primary Care Paramedics, which includes the following: Part 3: Qualifications of Emergency Medical Attendants and Paramedics – Land Ambulance Services, Section 5 – 8 of the Ambulance Act (Regulation 257/00).
    • In summary, this includes: Education Requirements.
    • Valid Ontario ‘F’ level drivers’ license.
    • Vaccination requirements. 
    • CPR Certified. 
  • Ability to work as part of a team and maintain professionalism while under pressure. 
  • An acceptable Vulnerable Sector Record Check will be required.
  • Experience working in a municipal and unionized environment with an emphasis on adult education is an asset. An equivalent combination of education and experience may be considered.
  • Proven ability to maintain, lead, and model continuous learning by staying current with best practices, emerging research, and reflective professional practice, and experience applying this knowledge to improve system outcomes.
  • Knowledge of relevant legislation, acts, statutes, and regulations related to municipal and program specific operations including the Ambulance Act of Ontario (with a focus on Basic Life Support and Advanced Life Support standards), the Highway Traffic Act, the Employment Standards Act, and the Personal Health Information Protection Act.
  • Demonstrated ability to identify and collaborate with internal and external partners to deliver programs, services, and outcomes.
  • Ensures confidentiality in all aspects while executing the duties of this role.

WORKING CONDITIONS:

  • Works in an office environment and external sites.
  • Occasional driving to other locations within and beyond County boundaries to attend meetings and conferences.
  • Potential exposure to biohazards.
