Capital Planning Analyst

POSITION SUMMARY:

Responsible for assisting with the preparation and monitoring of the County’s capital budgets and forecasts, researching and developing corporate financial policies, administering the Development Charge by-law, maintenance of the Asset Management Plan, equipment and inventory management and providing financial and policy advice and assistance to County departments and operations.

KEY ACOUNTABILITIES:

  • Provides the following services:
    • Coordinate and work in partnership with departments to record and report tangible capital assets, including sales, additions, disposals, replacements, donated assets and other changes. Provide direction where required to meet PSAB requirements. 
    • Maintenance of a complete and accurate corporate asset inventory listing using the County’s Asset Management Systems (in compliance with PSAB and regulatory requirements), including related entries in the County’s Financial Management System and completion of annual Financial Information Return (FIR) schedules related to tangible capital assets.
    • Periodically conduct audits of the TCA database with Geographic Information Systems (GIS) and the Work Management System to confirm integrity of the databases. Ensure that any anomalies discovered are corrected and where appropriate, the cause of the error reported.
    • Support the County’s Development Charge by-law including participating in the background study, assisting with the administration of the by-law, and reviewing and analyzing revenues collected by Area Municipalities.
    • Assist with creating, coordinating and updating the Asset Management Plan including working with other departments on strategies, frameworks, processes, policies and procedures as required by regulation.
    • Acts as a resource regarding enabling the capital investment prioritization process across the County. Allocate, recommend and record funding for capital projects. Conduct analysis and assist managers in developing strategies to manage assets at the lowest lifecycle cost in consideration of risk.
    • Liaise with various County departments and local area municipal staff to assist with development of the County’s capital budget. Monitors budgeted and actual capital revenues and expenditures on an ongoing basis.
    • Prepare and analyze debenture payments and schedules. Ensure debenture payments are made in a timely manner, as well as invoiced to the area municipalities.
  • Performs similar services for the County’s area municipalities as directed. 
  • Preparation of grant application submissions and grant reporting submissions, collaborating with County staff as required. 
  • Participate in the development of corporate accounting policies and procedures related to the responsibilities of this position, collaborating with County staff as appropriate.
  • Research best practices and emerging trends related to asset management and financial planning.
  • Receives and attempts to resolve service related complaints, concerns and questions in a timely and responsive manner. Refers and escalates to the appropriate individual as necessary.
  • Liaise with internal and external stakeholders, Area Municipalities, and members of the public as necessary and appropriate.
  • Support the organization’s programs and services by promoting the County’s Strategic Plan, Future Oxford Community Sustainability Plan, best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission and values.
  • Performs other duties as assigned.

QUALIFICATIONS FOR SUCCESS

  • Post-secondary education in Business, Finance, Accounting, Engineering or related discipline. Additional training in asset management or project management is an asset.
  • Demonstrated experience in a municipal financial setting. Experience in asset management related principles, processes and best practices, related to full lifecycle activities, is preferred. 
  • An equivalent combination of education and experience may be considered.
  • Knowledge of relevant trends and legislation, best practices, and the Canadian public sector accounting standards established by the Public Sector Accounting Board (PSAB) of the Chartered Professional Accountants of Canada
  • Demonstrated ability to deal with multiple deadlines and changing priorities while taking direction from multiple individuals.
  • Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework. 
  • Demonstrated ability to work independently and collaboratively as a team while maintaining accuracy and efficiency. 
  • Understanding of role specific health and safety responsibilities, and ensured compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act.
