Business and Policy Analyst

POSITION SUMMARY:
Collaborate with various stakeholders, conduct research, and provide valuable insights to support the continuous improvement of our operations. Responsible for analyzing, developing, and implementing policies and processes that enhance the efficiency, transparency, and accountability of our corporate services.
KEY ACOUNTABILITIES:
- Data Collection and Interpretation: Gather and interpret relevant data, statistics, and trends to inform policy decisions, ensuring evidence-based and data-driven approaches.
- Stakeholder Engagement: Engage with internal and external stakeholders, including municipal departments, community organizations, and residents, to gather input and insights for policy and business process development and implementation.
- Impact Assessment: Evaluate the potential impact of proposed policies on business processes, various stakeholders, financial resources, and service delivery, and provide recommendations to mitigate risks and optimize outcomes.
- Continuous Improvement: Participate in the ongoing review and assessment of existing policies and business processes, identifying opportunities for refinement or elimination based on changing needs and evolving best practices.
- Legal Compliance: Ensure that all policies developed and recommended adhere to relevant legal frameworks, regulations, and compliance standards.
- Documentation: Prepare comprehensive policy documents, reports, briefs, and presentations for senior management, council meetings, and public forums.
- Project Management: Working collaboratively with project managers to contribute to policy and/or business process related projects, ensuring timely execution, monitoring progress, and adapting strategies as needed.
- Policy Analysis: Conduct thorough research and analysis of policies, procedures, work processes and industry best practices to identify areas for improvement and innovation.
- Policy Development: Collaborate with cross-functional teams to draft, revise, and recommend new policies or policy amendments that align with the County’s strategic goals and objectives.
- Training and Awareness: Collaborate with internal teams to facilitate training sessions, workshops, and awareness campaigns to ensure proper understanding and implementation of new initiatives, policies and business processes across the organization.
- Assist in administering leading practices in corporate performance measurement and reporting, value for money assessments, and recommend corporate performance and outcome metrics that demonstrate measurable progress for corporate initiatives and objectives.
- Performs other duties as assigned.
QUALIFICATIONS FOR SUCCESS
- Post-secondary education in Public Policy, Public Administration, Political Science, Economics, or a related field.
- Progressive experience working as a business and/or policy analyst or in a related role, preferably within a municipal or government setting. Experience in consultation and stakeholder engagement is an asset.
- An equivalent combination of education and experience may be considered.
- Strong analytical skills with the ability to synthesize complex information, conduct research, and draw meaningful conclusions.
- Excellent written and verbal communication skills, including the ability to prepare clear and concise policy documents and presentations.
- Proficiency in data analysis, research methodologies, and statistical tools.
- Collaborative mindset and the ability to work effectively in cross-functional teams.
- Strong project management skills with the ability to manage multiple tasks and deadlines.
- Attention to detail and a commitment to accuracy in policy development and analysis.
- Problem-solving orientation and a proactive approach to addressing challenges.
- Proficiency in using relevant software applications (e.g., Microsoft Office Suite, data analysis tools).
- Knowledge of relevant legislation, statutes, framework, and regulations related to municipal and program specific operations including the Municipal Act and Assessment Act.
- Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework.
- Valid Ontario driver’s license and a vehicle with insurance is required.
