Asset Management Specialist

POSITION SUMMARY:

Responsible for collecting, organizing, recording, and analyzing data to support planning and implementation of the asset management program, and provide direction to County staff in relation to asset management functions.

PRINCIPAL RESPONSIBILITIES:

  • Provides the following services:
    • Maintenance of a complete and accurate corporate asset inventory listing using the County’s Asset Management Systems (in compliance with the Public Sector Accounting Board asset management and regulatory requirements).
    • Participate in audits of the asset database with Geographic Information Systems (GIS) and the Work Management System to confirm integrity of the databases. Assist with maintaining tabular and locational data within the GIS system. Ensure that any anomalies discovered are corrected and where appropriate, the cause of the error reported.
    • Assist with creating, coordinating and updating the Asset Management Plan including working with other departments on capital planning strategies, technical solutions, frameworks, decision-support tools, processes, policies and procedures as required by regulation.
    • Acts as a resource regarding enabling the capital investment prioritization process across the County. Conduct analysis and assist Managers in developing strategies to manage assets at the lowest lifecycle cost in consideration of risk.
    • Liaise with various County departments and local area municipal staff to assist with development of the County’s capital budget.
    • Work in partnership with staff to record and report tangible capital assets, including sales, additions, disposals, replacements, donated assets and other changes.
  • Performs similar services for the County’s area municipalities as directed.
  • Effectively evaluate and organize information so that it can be easily understood by various audiences.
  • Participate in the development of corporate accounting policies and procedures related to the responsibilities of this position, collaborating with County staff as appropriate.
  • Receives and attempts to resolve service related complaints, concerns and questions in a timely and responsive manner. Refers and escalates to the appropriate individual as necessary.
  • Liaise with internal and external stakeholders, Area Municipalities, and members of the public as necessary and appropriate.
  • Support the organization’s programs and services by promoting the County’s Strategic Plan, best practices, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission and values.  
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Post-secondary education in Business, Finance, Accounting, Engineering or related discipline. Additional training in asset management or project management is an asset.

  • Demonstrated experience in a municipal financial setting. Experience in asset management-related principles, processes and best practices, related to full lifecycle activities, is preferred.

  • An equivalent combination of education and experience may be considered.  

  • Knowledge of relevant trends, legislation, and best practices (including PAS 55, IAM – Institute of Asset Management, ISO 55000 standards)

  • Demonstrated ability to deal with multiple deadlines and changing priorities while taking direction from multiple individuals.

  • Ability to provide a high level of attention to detail, make sense of data and solve problems.

     

  • Demonstrated ability to work independently and collaboratively as a team while maintaining accuracy and efficiency.  
  • Understanding of role specific health and safety responsibilities, and ensured compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act. 

     

  • Valid Ontario drivers’ license required.

     

  • An acceptable Criminal Record Check will be required.
