Audited Financial Statements

Oxford County Council receives the 2021 Audited Financial Statements and an update on the Long-Term Financial Sustainability Plan on June 8. The Financial Statements show the County ended 2021 with an operating budget surplus of $4.57 million. Overall, the financial statements show the County is in a strong financial position with moderate debt burden, strong liquidity, and the ability to meet its short and mid-term financial obligations. The report also notes that in 2020 and 2021, the County’s COVID-19 related costs were fully funded by the federal and provincial governments.

Draft budget schedule

County Council receives an update on the 2023 Business Plan and Budget process next council meeting. Special budget meetings take place on November 30 and December 5, with the budget presented for approval at the regularly scheduled County Council meeting on January 12, 2023. Asset Management Plan

Understanding how the County may grow over time and what residents expect from the assets we operate— water and wastewater, roads, bridges and stormwater —is a key focus of the updated Asset Management Plan before Council on June 8. The 2022 Plan notes that:

  • Over 69% of the County’s assets have condition ratings of good or better, with approximately 33% rated as being in excellent condition and 36% rated as good.
  • The current replacement value of the County’s core assets is $2.64 billion: 29% of that representing wastewater assets; 23% for water; 31% for the road network; 13% for bridges and culverts; and 4% for the stormwater network.

The next update to the Asset Management Plan in 2024 will include social housing, corporate facilities, fleet and major equipment, and all other County assets including long-term care, paramedic services, waste management and forestry assets.

With aging infrastructure a risk for communities across Ontario, municipalities are required by provincial legislation and regulation to maintain an ongoing and long-term plan for managing and investing in infrastructure.

Transportation network service delivery review

Council receives next meeting key findings and recommendations from an independent joint service delivery review on the County’s roads and bridges network. The report asks Council to consider a number of areas in which the County and area municipalities could work together to save costs and improve efficiency, including joint procurement and service contract bundling, levels of service and financial performance monitoring, optimization of operations organizational structure, and increased use of technology to link maintenance activities to specific road/bridge assets. The joint review began in 2021 as a project under Ontario’s Municipal Modernization Fund.
