POSITION SUMMARY:

Oversees and ensures the effective and efficient delivery of Oxford County’s human resources services relating to employee wellness, disability management, attendance management, and associated policy and program development.

KEY ACCOUNTABILITIES:

  • Provides supervision and oversees the following human resources services:

    • Employee Wellness

    • Disability Management

    • Attendance Management

  • Attends to all aspects of employee attendance, including, but not limited to Workplace Safety and Insurance Board (WSIB), Employment Standards Act leaves, and short term and long term disability claims management.

  • Develops, coordinates and monitors formal and informal departmental Attendance Support Programs.

  •  Manages the Return to Work Program and permanent workplace accommodations for employees with occupational and non-occupational accidents and illnesses

  • Works closely with the Senior Coordinator, Health & Safety and assumes their duties when absent.

  • Arranges third party independent medicals and testing (physical and psychological) as required.

  •  Chairs the employee wellness committee and leads various wellness programs and initiatives.

  • Participates in the human resources business plan and budget by preparing, forecasting and monitoring operations within the approved budget.

  • Direct supervisory responsibilities including hiring, performance management, coaching, employee relations, mentoring and professional development of non-union staff.

  • Provides advice, information, and assistance on employment related matters to employees and management, including, but not limited to, collective agreement and policy interpretation, and legislative compliance.

  • Plans, develops and implements corporate human resources policies, procedures, manuals, and forms as required.

  • Evaluates the effectiveness of programs and provides updates to the Senior Management Team as required.

  • Establishes and tracks key human resources performance indicators.

  • Liaises with employees, management, union representatives, WSIB, treating practitioners, short and long term disability benefits carrier, OMERS, the Ministry of Labour, Human Rights, consulting firms, EFAP provider and legal counsel.

  • Organizes and maintains appropriate records and provides costing information as required. Prepares reports, correspondence and other documents as required.

  • Acts as a back-up for the Director of Human Resources in their absence.

QUALIFICATIONS FOR SUCCESS:

  • Post-secondary education in human resources and/or certification through NIDMAR disability management.

  • Demonstrated and progressive related experience in a unionized setting. Municipal and/or broader public sector experience would be an asset.

  •  Certified Human Resources Leader (CHRL) designation is an asset.

  • An equivalent combination of education and experience may be considered.
  • Demonstrated knowledge of Labour Relations, Human Rights, Occupational Health and Safety, Workplace Safety and Insurance and Employment Standards Acts and regulations.

  • Proven organizational and interpersonal skills with the ability to deal effectively with sensitive and confidential information.

  • Strong computer skills, including the ability to develop engaging presentations.
