Notice of Construction: Oxford Road 59 (Norwich Avenue) and Juliana Drive Intersection Improvements


Oxford County has awarded a contract to Cassidy Construction London Inc. to complete the subject project. Scope of work generally includes the following:

  • Road conversion to double left-turn lane from westbound Juliana Drive to southbound on Norwich Avenue
  • New traffic signal installation at the intersection
  • Watermain replacement
  • Road base replacement
  • Curb & gutter and sidewalk (both sides of the road)
  • Repaving and line painting
  • Restoration of boulevards and driveways
  • Expected to begin early to mid-May

TRAFFIC CONTROL
uliana Drive will be closed during construction from east of Norwich Avenue to the south entrance of the SmartCentres Woodstock plaza to accommodate the planned work. A planned detour via Montclair Drive, east on Juliana Drive, will allow access to the plaza from the north entrance, manage traffic, transit, and afford continued access for emergency response vehicles. The south entrance to the plaza may still be accessed from the east side of Juliana Drive.

The contractor is required to ensure that access for local residents and businesses is maintained at all times. There may be short periods when the construction crews work immediately in front of a driveway when access may temporarily be restricted.

EMERGENCY SERVICES, SCHOOL BOARDS AND BUSES
Emergency services, school boards and buses will be notified of all road closures and lane restrictions.

GARBAGE & RECYCLING
On garbage and recycling collection days, continue to place your garbage and recycling out at the roadside as usual. The waste contractor will have access as “local traffic only” and will pick up waste as scheduled. WATER

INTERRUPTIONS
Residents within the work area can expect both planned and unplanned water interruptions. Every attempt will be made to notify customers in advance.

COVID-19
The County and all contractors/sub-contractors working on behalf of the County are committed to following the recommended precautionary measures, within other safety imperatives, to prevent the spread of COVID-19. Oxford County is continually monitoring this situation as it develops and the ongoing challenges related to the spread of COVID-19.

The work being undertaken on this project has been deemed essential to County infrastructure. It is considered essential as per the provincial directives and mandates.

An Oxford County inspector will be on-site periodically inspecting the contractor's work and monitoring site activities.
