2027 Business Plan and Budget
The Oxford County’s fiscal year is from January 1 to December 31. The annual budget planning process is based on Oxford County Council’s Strategic Plan priorities for the term, providing direction for setting goals, objectives and initiatives.
Council meetings for the 2027 Business Plan and Budget are scheduled for the following dates.
Special Council Meeting 1: Thursday, December 10, 2026 - 9:30 am – 1:30 p.m.
Special Council Meeting 2: Monday, December 14, 2026 - 9:30 am - 1:30 p.m.
Budget presented for approval at regular Council meeting: Wednesday, January 13, 2027 - 9:30 am

2027 Budget survey
The 2027 Budget survey for Oxford County and Oxford's eight area municipalities was open between June 10 and August 31, 2026. A total of 1,441 people responded to the budget survey this year, submitting more than 695 comments and suggestions.

According to the results of the 2027 Budget Survey, Oxford County services should be maintained at current levels into the next year. County services most often selected for improved service levels were housing (36%), long-term care at Woodingford Lodge (31%), and child care and EarlyON (28%).
Of those who responded, 62% indicated that that they receive fair or good value for their tax dollars, while 34% said they receive poor value.
When asked to rate their top five priorities for their communities, overall, “Safe communities – Police” was ranked #1 (46%), followed by “Active living – Parks, trails and recreation” and “Affordable housing” (each at 39%), and then “Snow/ice control” (30%).
The highest ranked services delivered by Oxford County included “Affordable housing” and “Snow/ice control,” then “Infrastructure – Roads, bridges and stormwater” and “Social issues – Poverty” (each at 28%), “Long-term care” (25%) and “Safe communities – Paramedic Services” (24%).
This year’s annual budget survey was a partnership among all eight of Oxford’s area municipalities. Each municipality uses its own results to inform its budget planning process.
The annual budget survey helps participating municipalities know how well their services are understood, how they are valued, and which ones are a priority for residents.
In the annual budget survey, coordinated by Oxford County, residents from all eight of Oxford’s municipalities are asked about services provided by Oxford County, such as roads and bridges, waste management, long-term care at Woodingford Lodge, paramedic services, human (social) services, water and wastewater, community planning and others.
Residents from local area municipalities that are partnering in the survey are asked about locally delivered services, such as fire services, building and drainage services, parks and recreation, by-law enforcement and more.
Each participating municipality receives and reviews its own survey results to help plan its budget.
Oxford County's annual business plan and budget is guided by Council’s strategic priorities as set out in the Strategic Plan. The County's fiscal year is from January 1 to December 31.
Oxford County residents do not pay taxes directly to the County. The County tax levy is added to the tax bill in each area municipality and then transferred to the County from Blandford-Blenheim, East Zorra-Tavistock, Ingersoll, Norwich, South-West Oxford, Tillsonburg, Woodstock and Zorra. The County's annual budget is then financed by these tax levies as well as government funding, reserve funding, and fees from development charges, water and wastewater, etc.
Tax levies collected by the County are used to:

- maintain and manage County infrastructure, including bridges and highways, drinking water, wastewater, and garbage and recycling;
- deliver social services, ambulance, and long-term care services directed by the provincial government;
- provide development and community planning for each area municipality and the County as a whole;
- maintain county-wide information systems, library services and archives; and,
- administer the Provincial Offences Court.
