Cycling Master Plan

County Council receives the 2021 Oxford County Cycling Master Plan on July 13 and will be asked to approve the final step in the Municipal Class Environmental Assessment (MCEA) process to enact the plan. The 2021 Cycling Master Plan outlines the long-term cycling infrastructure that will ultimately provide 190 kilometres of primary cycling routes on the County road network, connecting urban/settlement areas, neighbouring municipalities, local cycling/trail networks, tourist destinations and employment areas.

By-name list of those experiencing homelessness

County Council receives a report next council meeting outlining the steps to establish a by-name list for people experiencing homelessness in Oxford County. A by-name list is an agency-shared, real-time list of people experiencing homelessness in our communities who have consented to being on the list. In Oxford, the list will be managed by the County in collaboration with community partners. The new tool will help improve local understanding of those experiencing homelessness and inform future policy, advocacy and program design. Municipalities are required to establish a by-name list under provincial legislation by April 1, 2023.

Backflow prevention program and draft by-law

County Council will consider on July 13 a proposal to regulate and enforce the installation, inspection, maintenance and testing requirements of backflow prevention devices and other associated cross-connection activities. These measures will be applied on industrial, commercial, institutional and multi-residential properties that may pose potential risk to the safety of the County’s municipal drinking water system.

Backflow prevention programs are common in almost all municipalities, with the provincial government urging municipalities since the Walkerton water tragedy in 2000 to adopt these measures to help protect municipal drinking water and safeguard public health. If approved, the County will initiate a stakeholder engagement plan to seek feedback from affected properties on the draft by-law before the program is rolled out; survey any potential property-specific hazards; and provide affected property owners information and education about the backflow prevention program requirements and implementation.
