Application for new long-term care home in Oxford

County Council is being asked to authorize a provincial funding application to develop a minimum 160-bed long-term care facility in Ingersoll as part of a “campus of care” alongside Alexandra Hospital and the existing Woodingford site. The report notes that a home similar in size to Woodingford’s Woodstock site (160 beds) would create more than 200 permanent jobs in Oxford.

The Government of Ontario is offering funding to licenced or approved long-term care home providers to meet the Province’s goal of creating 30,000 new beds by 2028. In Oxford County, most recent figures place the waiting list for a long-term care bed at 1,500, with 70% of those people requesting a bed at one of the County’s three Woodingford Lodge sites.

If the County’s application is accepted, the new home would begin receiving residents in late 2028.

Provincial modernization funding to support subsidized housing services

County Council is reviewing a Municipal Modernization Funding proposal to improve how Oxford’s subsidized housing program is administered. A key recommendation of the report is to consolidate the multiple software systems currently in use in the Housing program for oversight of wait lists and property management functions, including pre-authorized payments, receipts, audits, reporting and more. This would make the various processes involved in serving subsidized housing clients more streamlined, accurate and efficient.

Provincial modernization funding has been available to small and rural municipalities since 2019 for service reviews or projects that help deliver more modern and efficient services, often through the use of technology. Oxford County has received $1.78 million in Modernization Funding from the Government of Ontario so far. Provincial modernization funding to support Woodingford Lodge

Municipal Modernization Funding is also being used to support a study on how nutritional services could be improved at Woodingford Lodge. The study found that generally Woodingford is providing high-quality meals to residents but could consider more menu choices and operating the current café on a daily basis with help from residents. The report also brings forward recommendations for managing food services supplied by the Tillsonburg and Ingersoll hospitals at Woodingford sites in those communities. The third-party reviewer for this project is further recommending a broader, multi-year master plan to guide decision-making not only for nutritional services but all aspects of Woodingford’s operations.
