New rates are being proposed for municipal water and wastewater systems for 2017 - 2020


Oxford County is seeking public input on new proposed water and wastewater rates for 2017–2020. Updated rates for the Community Servicing Assistance Program (CSAP) are also up for public input.

The proposed rates are up for review from October 26 until the end of 2016. The final rates scheduled to return for Council’s consideration at the January 25, 2017 meeting.

The consultation process will include hearing from local municipal leaders, the business community and residents.

What are the proposed rates?

Oxford County provides municipal water services to 21 communities. 11 of those communities also have municipal wastewater services.

All of the wastewater systems and the three urban water systems are maintained as independent financial systems. The township water systems are grouped into one financial system to achieve economy of scale.

Community Servicing Assistance Program (CSAP)

The Community Servicing Assistance Program (CSAP) was developed to provide financial assistance to existing landowners where municipal water and sewers have been extended to replace private water and wastewater systems. There are two financial components to the CSAP program; the revenue collected from existing water and wastewater customers, and the maximum cost billed per residential service as set out in the by-law.

CSAP is being reviewed as part of the current Water/Wastewater rate study.

The proposal includes:

  • The CSAP charge remain at $10.00 per water service and $10.00 per wastewater service per year
  • The maximum cost billed per residential service will be increased at the rate of 3% per year


Source Water Protection Program

There are four Source Protection Plans (SPPs) applicable to Oxford County that have been under development by local Conservation Authorities and County staff since 2006. In order to support the program activities within these Plans, incentives for implementing best management practices; retention of experts to assist with risk management plans; administration; and, where necessary, purchase of highly vulnerable lands, requires funding.
 

To fund this program, Council approved the recommendation to add a Source Protection monthly charge on every water customer within the 2017 to 2020 water rate structure, of $0.03/m3, with a minimum charge of $1.20 per month.
