2017 Business plans and budget, aggegate policy review, OMB review and more


2017 Business plans and budget

Oxford County Council will be asked to give final review and approval of the updated 2017 Business Plan & Budget on December 14, with a proposed by-law to formally adopt the budget going forward on January 11, 2017. The updated budget includes changes from 17 notices of motion raised during the special budget meetings in November. Overall, the County budget puts forward a general tax levy of $55.4 million, a 3.9% increase over 2016, and a $73.4 million capital plan, representing a 3.4% increase over 2016. The budget also includes a $3.6 million tax levy for Oxford County Library and $415,961 for community grants.

Aggregate resource policy review and proposed changes to Official Plan

County Council is holding a public meeting on proposed amendments to the County’s mineral aggregate policies.The review of the policies was initiated by Zorra Township and Oxford County in 2015. The current report includes a draft of the proposed amendments to the County’s Official Plan, as well as a summary of public, stakeholder and agency feedback to date. Issues that emerged over the policy review include earlier and more robust communication and increased emphasis on rehabilitation to protect and restore agricultural lands for agricultural use. The proposed policies have been subject to considerable review and consultation, and it is anticipated that they will be presented to County Council for approval in January 2017.

Review of the Ontario Municipal Board

County staff is submitting for Council’s consideration proposed comments regarding the Review of the Ontario Municipal Board Public Consultation Document, which takes a look at the OMB’s legislative powers, decision-making, procedures and dispute resolution. Oxford’s submission is supportive of many of the proposed changes in the provincial document, and also puts forward a recommendation for a screening process as a first step in dispute resolution and a suggestion to work with citizens who are involved in an appeal.

Part of Oxford Road 16 Class Environmental Assessment

County Council is being asked to approve the Municipal Class Environmental Assessment for part of Oxford Road 16 in Zorra Township, and to further allow official posting of the Environmental Study Report for the required public review period. During this period, copies of the Environmental Study Report will be available at the County and Township of Zorra administration offices and the County library in Thamesford. Construction for the multi-year project is estimated at $5 million and would begin in 2017.
