Notice of Construction: Graydon Well (Well #5) Water Treatment Plant Mount Elgin, Township of South-West Oxford


Oxford County has awarded a contract to Baseline Constructors Inc. to complete construction of a new Water Treatment Plant (WTP) on the existing Graydon Well (Well #5) property located at 324062 Mount Elgin Road, Mount Elgin - refer to the Project Location Plan & Conceptual Rendering of Building document attached to this notice. The contract will also include installation of a pre-purchased treatment package and associated connections to the well and the water distribution system.

PROJECT PURPOSE
Water distribution in the community of Mount Elgin is currently supplied by one well (Well #3A). The purpose of this project is twofold: 1) To connect the Graydon Well (Well #5) for increased water supply system capacity; and, 2) To provide system redundancy/security for consumers, should one production well be out of service (e.g. maintenance), the other well is still capable of providing adequate municipal water service to Mount Elgin residents.

WORKING HOURS AND NOISE
It’s anticipated that working hours will typically be from 7:00 a.m. to 7:00 p.m. Monday to Friday; however, the contractor may work additional hours as required to meet project milestones/completion dates. Typical building construction noise can be expected during construction. 

TRAFFIC CONTROL
No associated road closures are scheduled since all proposed work is located on the WTP site; however, local residents should be cautious of trucks and other vehicles entering/exiting the site, etc.

WATER INTERRUPTIONS
Residents close to the work area can expect both planned and unplanned water interruptions. Every attempt will be made to notify customers in advance.

PROJECT COMPLETION
It’s anticipated that the project will be completed in Spring 2021.

Given the developing situation around COVID-19 the County and all contractors/sub-contractors working on behalf of the County are committed to following the recommended precautionary measures, within other safety imperatives, to prevent the spread of COVID-19. Oxford County is continually monitoring this situation as it develops and the ongoing challenges related to the spread of COVID-19.

The work being undertaken on this project has been deemed essential to County infrastructure and is considered essential as per the provincial directives and mandates.

An Oxford County inspector will be on-site periodically, performing inspection of the contractor’s work and monitoring site activities.
