Provincial budget impacts on County budget


A shortfall of approximately $1.7 million in provincial funding must be offset by the County through various measures in 2019, a May 22 Council report explains. The funding pressures follow the Government of Ontario budget tabled on April 11, which included the transfer of several costs to municipalities subsequent to their own budget approvals. Changes include, but are not limited to, increased municipal cost share for public health programs (from 25% to 40% over a three-year period); a potential funding shortfall of up to $1.2 million for Oxford County’s paramedic services by 2020; and increased municipal cost share for child care and early years programs to a projected shortfall of up to $563,000. The County report commits to seeking cost efficiencies and reporting back to Council as part of the regular quarterly Business Plan and Budget update, or sooner if necessary.

Changes to Development Charges Act


County Council receives this Council meeting the Province’s Bill 108 - Proposed Changes to Development Charges Act, formally titled, “More Homes, More Choice: Ontario’s Housing Supply Action Plan.” Among the proposed changes in the Act is the transfer of some eligible development charges-- such as those for land ambulance and library services-- to a Community Benefit Charge. Many County-administered development charges remain unchanged, for instance those for water, wastewater, roads and waste diversion. The report notes that with the County’s current development charge by-laws requiring an update by July of this year, the County will need to amend its new by-laws once the bill has passed.
