Council this Week: Highlights from the April 24 County Council agenda

Transportation Master Plan, Regional Government Review, waste technology, development charges study and more

Regional Government Review

Oxford’s municipalities continue to advocate for a “made in Oxford” approach to the Province’s Regional Government Review. On April 24, County Council will be asked to confirm the disbursement of $20,000 in one-time provincial funding-- to be matched by each of the eight area municipalities—for a review of municipal services currently delivered at the County and area municipal level. Areas of focus will include lowering costs, improving service efficiency and effectiveness, streamlining how services are delivered, and clarifying accountability and responsibilities between the municipalities. The report also seeks Council appointment of a delegation of County Councillors to attend a meeting with the Hon. Steve Clark, Minister of Municipal Affairs and Housing, along with the Hon. Ernie Hardeman, Minister of Agriculture, Food and Rural Affairs / Oxford MPP, in Toronto on May 13.

Update on waste recovery and reduction technology

An update on the proposal for new waste recovery and reduction technology that will allow the County to achieve its long-term “zero waste” target is before Council on April 24. Last year in July 2018, Council approved support for the procurement process for a new mixed waste processing facility that will recover most recyclable, reusable and organic materials typically destined for landfill. As part of its update to Council this month, County staff are presenting different options for locating the new facility, managing the procurement process, and partnering with the private sector to build and operate the facility.

Transportation Master Plan

County Council is receiving the 2019 Draft Master Transportation Plan, a document that will guide the County’s strategy for safe, efficient and sustainable transportation infrastructure to the year 2038 and beyond. The study notes that roughly a third of County residents travel to work outside the County and a similar number of people travel into Oxford to work, stressing the need for County-wide and inter-regional transportation links between Oxford’s communities as well as to its neighbouring regions. The report also sets a target of a 4% reduction for single-driver automobile travel, to be achieved by enhancements to active transportation (walking, cycling) and bus/rail public transit options, while encouraging ongoing transportation demand management (carpooling, ridesharing, work-from-home) measures.

The Draft Transportation Master Plan was developed through extensive community consultation over the past two years and, upon Council approval, will be shared with the community for the Class Environmental Assessment Study 30-day public review period. Copies of the plan will be made available at local area municipal offices, the Oxford County Administration Building, and on Speak Up, Oxford!

Development charges study

County Council will receive the draft background study and by-laws for development charges on April 24. The County’s development charges, which help fund the infrastructure to grow residential, commercial and industrial areas, are required by legislation to be updated by summer 2019. Council is being asked to authorize release of the draft development charge background study and draft by-laws, and to set the mandatory public meeting date for the May 22 regular Council meeting. Once approved, the public can review and comment on the draft study and by-laws through Speak Up, Oxford! and by attending the public meeting.
